Su propósito es describir y explicar cada plan. Al mismo tiempo, expone cómo los gobiernos mexicanos de Guadalupe Victoria y Vicente Guerrero planearon la defensa de la Costa del Seno mexicano ante las constantes amenazas que llegaban a través de los buques mercantes arribados a La Habana, y luego al puerto de Veracruz. También se observa la participación de los españoles expulsados del país en los años 1827 y 1829, pues ellos informaron al gobierno peninsular del supuesto deseo de muchos mexicanos de volver a formar parte de la Corona española. Esto alentó a Fernando VII quien ordenó a la escuadra española dirigirse a las costas veracruzanas. La obra también se enfoca en explicar la expedición comandada por el brigadier Isidro Barradas. La investigación utilizó los archivos del volumen denominado España y México en el siglo XIX, vol. III, apéndice documental, 1820-1830, de Jaime Delgado, localizado en el Archivo General de la Nación y un facsímil del Archivo de Cuba, documentándose además en folletos y hemerografía proveniente del Centro de Estudios de Historia de México (Grupo Carso) y bibliografía complementaria.
