Book excerpt: The basic aim of this special issue is to focus on the profound change of tendency in education that is taking place at both the national and interna tional level. At a time when education and lifelong learning are increasingly merging into one process, it is important to examine the ways in which edu cational policies and practices are evolving. Consequently, we invited a variety of contributors, both men and women, coming from different regions and encompassing both research and practice, to identify significant phenomena and trends that are indicative of the ways in which systems of education are responding to new social and cultural demands. We asked our contributors to show how educational reality in different countries is no longer confined within the temporal and spatial limits of institutional education, to indicate how models of educational practice are changing, to examine the extent to which the traditional cycles of human life are shifting their boundaries, and to describe how these changes are mani festing themselves in different national contexts in both South and North. We also asked our authors to pose questions raised by this educational revolution. We have included 17 contributions, some of the authors analysing par ticular national situations, others drawing questions and observations from their own experiences or taking a searching look at education from the perspective of a practical involvement in social iSl>ues or from a background of research into popular arts and traditions.

Book excerpt: Mageza-Barthel provides a context sensitive analysis of how Rwanda's women's movement used the United Nations (UN) gender norms in its efforts to insert gender-specific demands in the post-genocide period. The overall goal of these women - and their supporters - has been to further gender equality and equity in Rwanda. This study details which political processes could be engendered. It further illustrates why certain gender norms were adopted and adapted, whereas others were not. The study addresses issues of global governance in gender politics through such international frameworks as CEDAW, the Beijing Declaration and Platform for Action, as well as Resolution 1325. These instruments have been brought forth by a transnational women’s movement to benefit women and women’s rights across the globe. It shows how these gender norms were introduced, adapted and contested locally at a crucial time of the transformation process underway. Concerned with the interplay of domestic and international politics, it also alludes to the unique circumstances in Rwanda that have led to unprecedented levels of women’s political representation. Which tools have been the most significant in women’s mobilisation and how these relate to precedents set within international relations is of interest to a wide community of scholars and policy-makers alike.

Book excerpt: Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

Book excerpt: The conference of our European Institute for social security was held from the 16th till the 19th of October 1980 in Peruggia. As usual the theme of the Conference was the same of that of the preparatory Colloque held in Brussels in 1979: Social security reforms in Europe. The reports of that Colloque were published as Part I I of the Yearbook 1978-1980. Part I of the Yearbook 1980-1981 contains the reports presented in Peruggia. The reports are focussed on three items: The financing of social security (J.P. Launay, Jan B.M. Pierik, Jørn Henrik Petersen and Guy Perrin); The social benefits (Bernd Schulte and Sven Guldburg) and The organization of social security (A.J. Ogus, A. Berenstein and Jef van Langendonck) . The Yearbook contains also two national reports (M. Magrez and Asbj~rn Kjønstad), not available to be included in Yearbook I I 1978-1980. Finally the Yearbook contains a report from Guy Perrin on the social security problems of migrant workers and the synthesis report of Pasquale Sandulli. It's a pity that we could not include the report of Lucia Vitali, Le prestazini per inval idita nel sistema ital iano di sicurezza sociale: un anal isi economica, and the report of the Region of Umbria since there was no English or French translation available. The Institute once again wants to express its sincere gratitude to Pasquale Sandull i and his collegues for the adequate way in which they organized the conference.
