Book excerpt: Small and medium agrifood enterprises (SMAEs) such as processors, transporters and other service providers, play an important role in achieving sustainable development objectives. For instance, they connect farmers to urban markets; make significant investments in rural areas; provide employment to vulnerable populations such as women and youth; and propel the modernization of agrifood value chains. In sub-Saharan Africa, where agriculture comprises 53 percent of total employment and 15.5 percent of gross domestic product, supporting SMAEs can have great implications for pro-poor growth and rural transformation. To support SMAEs in fulfilling their potential, the Food and Agriculture Organization of the United Nations (FAO) has been dedicating research to better understand their policy and technical needs. This publication is such output and aims to provide an assessment of the policy and institutional framework in Senegal shaping the business models of small and medium agrifood processors. This systemic appraisal of Senegal’s business enabling environment for SMAEs was cross-fertilized with an analysis of the business models of three rice millers, resulting in a related FAO technical study 'The role of small and medium agrifood enterprises in food systems transformation: the case of rice processors in Senegal'. The analyses were carried out using a multidisciplinary agrifood systems approach, which looks at policies and institutions related to procurement, operations, logistics, finance, marketing and sales, human resources, and strategic partnerships. Due to its well-articulated policy documents and the extensive research on various aspects of the business enabling environment conducted in the country, Senegal represents a compelling case to illustrate the links between policies and the activities of agrifood processors.

The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

Yet policy responses are dismissive and evictions commonplace. Despite being progressively marginalised from public space, street traders in the global south are engaged in spatial and political battlegrounds to reclaim space, and claim de facto property rights over their place of work, through quiet infiltration, union power, or direct action. This book explores 'rebel streets', the challenges faced by informal economy actors and how organised groups are seeking to reframe legal understandings to create new claims to space and urban rights. The book sets out new thinking and a conceptual framework for improved understanding of the plural relationship between law, rights, and space for the informal economy, the contest between traditional, modernist and rights-based approaches to development, and impacts on the urban working poor. With a focus on street trading, the book seeks to reframe the legal context in which modern informal economies operate, drawing on key areas of academic inquiry and case studies of how vendors are staking claim to urban rights. The book argues for a reconceptualisation of legal instruments to provide a rights-based framework for urban work that recognises the legitimacy of urban informal economies, the scope for collective management of urban resources, and the social value of public space as a site for urban livelihoods. It will be of interest to students and scholars of geography, economics, urban studies, development studies, political studies and law.
