We may be able to reduce climate risk by seeking to mitigate the threat on the one hand, and by adapting to a changed climate on the other. Another theme of the book is the integrated role of adaptation and mitigation in framing issues and performing analyses. Adaptation costs fall most heavily on the poor and special attention needs to be paid to adaptation by the poorest populations. An integrating framework is also presented to provide the context for an expansive typology of terms to apply to adaptation. The 12 papers collected here use methods from a variety of disciplines and focus on different time frames for decision making, from short term to the very long term. Readership: Technically trained readers familiar with the policy issues surrounding climate change and interested in learning the scientific underpinnings of issues related to societal adaptation.

Book excerpt: This book examines global climate models that predict increases over time in average temperature worldwide, with significant impacts on local patterns of temperature and precipitation. The extent to which such changes present a risk to food supplies, farmer livelihoods, and rural communities depends in part on the direction, magnitude, and rate of such changes, but equally important on the ability of the agricultural sector to adapt to changing patterns of yield and productivity, production cost, and resource availability. Study findings suggest that, while impacts are highly sensitive to uncertain climate projections, farmers have considerable flexibility to adapt to changes in local weather, resource conditions, and price signals by adjusting crops, rotations, and production practices. Such adaptation, using existing crop production technologies, can partially mitigate the impacts of climate change on national agricultural markets.

Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. In systematic fashion, he investigates the forces behind the transformation of South Asian irrigation and considers its social, economic, and ecological impacts. He considers what is unique to South Asia and what is in common with other developing regions.
