Recovery required the nation’s complete economic and social transformation. But just what form this “new France” should take remained the burning question at the heart of French political combat until the Algerian War ended, over a decade later. Herrick Chapman charts the course of France’s long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France’s crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle’s Fifth Republic. Uniquely among European countries, France pursued domestic recovery while simultaneously fighting full-scale colonial wars. France’s Long Reconstruction shows how the Algerian War led to the further consolidation of state authority and cemented repressive immigration policies that now appear shortsighted and counterproductive.

Book excerpt: The sixteenth century was an important period of transition in France, in which antagonistic religious beliefs led to prolonged civil wars and a growing state apparatus competed with medieval notions of political authority and the social order. Poitiers, a midsized provincial capital, actively experienced these tensions. Early known as a center of Reformed belief, it became a stronghold of ultra-Catholic sentiment by 1575. In examining sixteenth-century Poitiers, Hilary J. Bernstein argues that civic governments and the French monarchy enjoyed a mutually beneficial and reinforcing relationship rather than an antagonistic one; that disparate urban groups shared a political language for defining the identity and interests of the city that helped to balance the exclusive nature of urban government; and that French provincial cities did not suffer inevitable decline at the hands of the developing state but, instead, continued to help define the nature of early modern political culture. Though Poitiers continued to celebrate the traditions and institutions of local rule, it sought throughout the century to maintain a strong bond with the monarchy. Bernsteins meticulous research in the rich archives of Poitiers allows her to analyze early modern rhetorical culture and reveal the processes of daily decisionmaking. Using contemporary printed sources, she compares Poitiers to other cities and draws general conclusions about royal policies toward provincial cities. Between Crown and Community illustrates in precise and sometimes dramatic fashion the actual performance of politicsthe interaction of political identities, rhetorical strategies, and ritual practices with the civic traditions of the premodern urban world.

Philippe Steiner demonstrates the relevance of economic factors to sociology and shows how the Durkheimians inform today's economic systems. Steiner argues that there are two stages in Durkheim's approach to the economy—a sociological critique of political economy and a sociology of economic knowledge. In his early works, Durkheim critiques economists and their categories, and tries to analyze the division of labor from a social rather than economic perspective. From the mid-1890s onward, Durkheim's preoccupations shifted to questions of religion and the sociology of knowledge. Durkheim's disciples, such as Maurice Halbwachs and François Simiand, synthesized and elaborated on Durkheim's first-stage arguments, while his ideas on religion and the economy were taken up by Marcel Mauss. Steiner indicates that the ways in which the Durkheimians rooted the sociology of economic knowledge in the educational system allows for an invaluable perspective on the role of economics in modern society, similar to the perspective offered by Max Weber's work. Recognizing the power of the Durkheimian approach, Durkheim and the Birth of Economic Sociology assesses the effect of this important thinker and his successors on one of the most active fields in contemporary sociology.
