Les études ici rassemblées à l'occasion de la commémoration du bicentenaire de la Banque de France proposent de situer au fil du temps la marge de manoeuvre des banques d'émission européennes, acteurs parmi d'autres, mais autant que d'autres, de l'histoire économique et financière donc aussi de la grande histoire de l'Europe. Ainsi comprise, l'analyse des normes et des pratqiues changeantes des banques d'émission (deux réalités qui ne se recoupent pas nécessairement), de l'époque moderne, pour les premières d'entre elles, à la fin du XXe siècle, aboutit à placer dans une lumière nouvelle et en longue durée l'éventuelle construction d'une identité monétaire européenne, liant entre elles de façon indissoluble les transformations des économies et des sociétés, dont les monnaies sont toujours le signe et parfois le facteur. L'achèvement possible de ce processus avec l'Euro semble ainsi avoir constitué à la fois l'apothéose des banques centrales mais sans doute aussi d'une certaine manière, pour elles, la fin de l'histoire.

Book excerpt: Pendant plus d'un décennie de transition, les PECO se sont dotés d'institutions leur permettant d'assurer le passage vers une économie de marché. Parmi celles-ci, la banque commerciale est considérée comme une des plus importante. Les stratégies bancaires ont évolué à cause de l'environnement économique et concurrentiel changeant et suite à l'arrivée des banques étrangères. Nous montrons que grâce à la présence de ces dernières, à la nouvelle règlementation bancaire et à la stabilisation de ces économies, le secteur bancaire octroie plus de crédits, surtout aux ménages. Les banques arrivent même à isoler cette offre de crédit de tout choc manétaire. La politique monétaire se transmet plus facilement à travers les banques étrangères et les établissements de petite taille ou peu capitalisés. Le pouvoir de marché réduit aussi toute incitation à la prise de risque, induite par l'assurance-dépôt et la règlementation prudentielle. Ce résultat théorique que nous trouvons est plus prononcé sous la règlementation prudentielle de Bâle 2, à condition que la prime de risque soit faible. L'étude économétrique effectuée sur les banques des PECO en est la confirmation. Nous mesurons ensuite l'importance de la concurrence dans l'orientation des stratégies. Son niveau calculé économétriquement, reflète une pression concurrentielle sur les marchés des PECO, qui évolue avec l'arrivée des banques étrangères. Celles-ci mènent une stratégie offensive, contrairement aux établissements domestiques. Nous montrons théoriquement qu'une offensive est possible si la banque est plus efficiente par rapport à ses concurrentes, ce qui est le cas pour les banques étrangères installées dans les PECO.

The studies that are presented here are not, however, simply descriptions; they refer to precise conceptual frameworks and nourish a long-term reflection. This volume, like its predecessors, reflects the diversity which characterizes Europe, rich and stimulating but, at the same time, difficult to manage. Book excerpt: The Treaty of Rome makes no mention of the Mediterranean basin as such, inc1udes not a single provision for the defining of specific relations with that region as a whole. There are only, as a hang-over from the French and Italian colonialist past, certain Dec1arations, in the Appendices, regard ing a possible association of Tunis, Morocco, Libya with the new under taking. And, of course, there is Artic1e 113 prescribing, at the end of the Community's transition period, the common trade policy - plus the Artic1e (238) giving blanket authorisation for association agreements. These legal prescriptions were duly implemented in the Association Agreements with Greece (1961) and Turkey (1963) and have supplied the basis for bilateral instruments in respect of other Mediterranean lands - ad hoc, pragmatic ar rangements. In the circumstances the Community could scarcely have proceeded otherwise. Yet the outlines of a European economic policy with regard to the countries of the Mediterranean basin were there from the beginning -limited, however, over the years by the internal development of the Community itself. One is reminded in this connection of sundry invoca tions by European and Mediterranean personalities and members of the European Commission - and, specifically, of a Memorandum presented by Italy to the Council of Ministers in 1964.
