Book excerpt: Originally published in 1999, Bridges and Barriers is a detailed study of the European Union’s Mediterranean Policy from the initial agreements in the 1960s to the recent Euro-Mediterranean Partnership. The scope of this analysis includes the Maghreb and Mashreq countries in addition to Turkey, Malta, Israel, the Occupied Territories and Cyprus. The authors argue that the limited success of trade and development policy in this region resulted from endogenous and exogenous factors: examples of the former include the lack of the political will necessary to implement trade, aid and reform policies, while the latter include the energy crisis of the 1970s, the Arab-Israeli conflict and the Cold War.

The Federal Republic launched ambitious policies to reconcile with its Iron Curtain neighbors, expand its influence in the Arab world, and promote West European interests vis-à-vis the United States. By contrast, Israel, unable to obtain peace with the Arabs after its 1967 military victory and threatened by Palestinian terrorism, became increasingly dependent upon the United States, estranged from the USSR and Western Europe, and isolated from the Third World. Nonetheless, the two countries remained connected by shared security concerns, personal bonds, and recurrent evocations of the German-Jewish past. Drawing upon newly-available sources covering the first decade of the countries' formal diplomatic ties, Carole Fink reveals the underlying issues that shaped these two countries' fraught relationship and sets their foreign and domestic policies in a global context.

Book excerpt: This book explores the domestic determinants of Italian policy towards European Political Cooperation (EPC) and the consequences of Italy's relation to EPC up to the beginning of 2006. It uses three Mediterranean case studies revolving around different areas of cooperation. It is based on an extensive use of domestic parliamentary debates, an uncommon practice for this kind of analysis. It adapts and extends the methodological enquiry employed by Hill in his 1983 edited collection of national foreign policies and EPC. It widens and deepens the contribution made by Bonvicini to that collection. The most academically quoted works utilised as standard texts on Italy and its foreign policy (Bonvicini 1983, 1996; Francioni 1992; Savignoni 1996; Hill and Andreatta 1997, 2001; and Missiroli 2000) provide only a limited view of the interaction of the country's position on EPC with Italian links to the Mediterranean. This interaction is particularly highlighted in the present book. Furthermore, the above contributions offer solely individual chapters, and not a full study of Italy's relationship with EPC. This book will appeal to those engaged in political science, international relations and European studies.
