Cette thèse s'ouvre sur l'étude d'une histoire du droit de l'urbanisme et offre une vision duale et dynamique d'un droit technique. Elle repose sur une base pluridisciplinaire qui laisse émerger les orientations philosophiques et politiques qui ont dirigé la construction de ce droit sensible en ce qu'il touche à la propriété privée, à l'économie, à la qualité de vie, à l'environnement et au développement durable.
