La Paz is not a big city on the world scale, but it is certainly one of the more interesting ones. Built in a bowl created by the Choqueyapu River, The upper parts of the city stand 1,645 ft/500 m above the lower sections. Unlike any other city in the world, The richer neighborhoods are located at the lower levels. This is partly due To The fact that it is warmer and easier to breathe at the lower altitudes. Also, The pinnacles and spires of conglomerate rock and clay that have been sculptured by wind and water make a dramatic backdrop for those living below them. The higher up the bowl one goes, The more unstable the land becomes And The more likely a landslide will occur. The plazas, squares and Prado are well kept in La Paz and even in the depth of winter plants are tended to help make the city attractive. Street cleaners are out every day and local merchants regularly wash the area in front of their shops. On a clear day, Mount Illimani, a snow-covered monolith, can be seen as a sentry towering over the city. Valley of the Moon is six miles/10 km from the center of La Paz and can be reached by joining a tour or by taking micro bus #11 or minibus #231 or 273 to Mallasilla. The hillside features a maze of clay canyons and pinnacles that have been sculpted by wind and rain. Narrow trails through the landscape take about an hour to walk. There is also a cactus park just before the entrance. The park overlooks a gorge and has paths leading around numerous types of cacti. As you continue up the road you will come to Parque National Mallasa with its bird observatory and, across the road, The zoo area. The road passes under natural stone bridges and past Chulpani's Red Hill. There is no mistaking which hill this is. From Mallasa one can see across the river To The highest golf course in the world. Devil's Tooth or Muela del Diablo is a huge volcanic plug sticking out of the landscape to a height of 13,000 ft/3,950 m. Several trails go To The right; follow the one that obviously leads To The village. From there, go To The left for .3 miles (about half a kilometer), To the foot of the rock. Climbers are occasionally found on the east face. Canyon de Palca, or Valle de Animas, Is a deep canyon that was carved by the Rio Palca centuries ago. To get there, take a bus going to Huni from Plaza Belzu on Avenida Mexico in San Pedro. There are huge pinnacles and wind-carved conglomerates. The trail continues along the bottom of the canyon to a natural obelisk. Just past the obelisk is a rock that has the appearance of a human hiding in a cave. The rock is called the hermit of the canyon. Continue along the canyon to its end and climb to your left up To The village of Palca. This is a long day-hike. Indigenous people are portrayed by the Morales government as modest, communitarian, humble, poor, anticapitalist, and economically marginalized. In his 2006 inaugural speech, Morales famously described indigenous people as “the moral reserve of humanity.” His rhetoric has reached all levels of society—most notably the new political constitution of 2009. This constitution initiated a new regime of considerable ethnic character by defining thirty-six indigenous nations and languages. Beyond Indigeneity offers new analysis into indigenous identity and social mobility that changes the discourse in Latin American social anthropology. Author Alessandra Pellegrini Calderón points out that Morales’s presidency has led to heightened publicity of coca issues and an intensification of indigeneity discourse, echoing a global trend of increased recognition of indigenous peoples’ claims. The “living well” attitude (vivir bien) enshrined in the new political constitution is generally represented as an indigenous way of life, one based on harmony and reciprocity, in sharp contrast to the capitalist logic of “living better” that is based on accumulation and expansion. In this ethnography, Pellegrini explores the positioning of coca growers in Bolivia and their reluctance to embrace the politics of indigeneity by rejecting the “indigenous peoples’ slot,” even while they emerge as a new middle class. By staying in a space between ethnic categories and also between social classes, the coca growers break with the traditional model of social mobility in Latin America and create new forms of political positioning that challenge the dominant culturalist framework about indigeneity and peasants.

President Morales was forced to resign after protests against his re-election to a fourth term in allegedly fraudulent elections erupted among the urban middle classes, anti-indigenous racists, and prominent conservative politicians. The country’s far right used the ensuing crisis to orchestrate a successful coup, with military and police backing, paving the way for a repressive “transition” government led by Jeanine Áñez to take power. The Áñez government quelled popular protests with lethal force, shut down critical media outlets, and targeted members of Morales’ political party, the Movimiento al Socialismo (MAS). Despite postponing elections three times, the Áñez government was eventually forced to call elections in October 2020. The MAS swept back into power, winning elections with 55% of the vote and returning democracy to the country. This book tells the story of this year of upheaval in Bolivia, providing a critical analysis of the 14 years of the MAS government that preceded it as well as the MAS return to power in 2020. It includes personal stories and commentary from women and men on the streets, leaders in social movements, members of the MAS party and government, survivors of Áñez’s abuses, and intellectuals.

Book excerpt: During the mid-1990s, a bilingual intercultural education initiative was launched to promote the introduction of indigenous languages alongside Spanish in public elementary schools in Bolivia’s indigenous regions. Bret Gustafson spent fourteen years studying and working in southeastern Bolivia with the Guarani, who were at the vanguard of the movement for bilingual education. Drawing on his collaborative work with indigenous organizations and bilingual-education activists as well as more traditional ethnographic research, Gustafson traces two decades of indigenous resurgence and education politics in Bolivia, from the 1980s through the election of Evo Morales in 2005. Bilingual education was a component of education reform linked to foreign-aid development mandates, and foreign aid workers figure in New Languages of the State, as do teachers and their unions, transnational intellectual networks, and assertive indigenous political and intellectual movements across the Andes. Gustafson shows that bilingual education is an issue that extends far beyond the classroom. Public schools are at the center of a broader battle over territory, power, and knowledge as indigenous movements across Latin America actively defend their languages and knowledge systems. In attempting to decolonize nation-states, the indigenous movements are challenging deep-rooted colonial racism and neoliberal reforms intended to mold public education to serve the market. Meanwhile, market reformers nominally embrace cultural pluralism while implementing political and economic policies that exacerbate inequality. Juxtaposing Guarani life, language, and activism with intimate portraits of reform politics among academics, bureaucrats, and others in and beyond La Paz, Gustafson illuminates the issues, strategic dilemmas, and imperfect alliances behind bilingual intercultural education.

It understands materiality not as defined property of some-thing, nor does it take connectivity as merely a relation between discrete entities. Somewhat akin to Heisenberg’s uncertainty principle, it sees materiality and connectivity as two interrelated modes in which an entity is, or more precisely – is becoming, in the world. The question, thus, is how these two modes of becoming relate and fold into each other. Throughout the four-year research process that led to this book, the authors approached this question not just from a theoretical perspective; taking the suggestion of 'thinking through things' literally and methodologically seriously, the first two workshops were dedicated to practical, hands-on exercises working with things. From these workshops a series of installations emerged, straddling the boundaries of art and academia. These installations served as artistic-academic interventions during the final symposium and are featured alongside the other academic contributions to this volume. Throughout this process, two main themes emerged and structure Part II, Movement and Growth, and Part III, Dissolution and Traces, of the present volume, respectively. Part I, Conceptual Grounds, consists of two chapters offering conceptual takes on things and ties – one from anthropology and one from archaeology. As interrelated modes of becoming, materiality and connectivity make it necessary to coalesce things and ties into thing~ties – an insight toward which the chapters and interventions came from different sides, and one in which the initial proposition of the editors still shines through. Throughout the pages of this volume, we invite the reader to travel beyond imaginaries of a universe of separate planets united by connections, and to venture with us instead into the thicket of thing~ties in which we live.

By assessing development theories from the perspective of subaltern groups and movements, the contributors posit a new notion of development ‘from below’, one in which these movements provide new ways of imagining social transformation, and a way out of the ‘developmental dead end’ that has so far characterized post-development approaches. Beyond Colonialism, Development and Globalization therefore represents a radical break with the prevailing narrative of modernization, and points to a bold new direction for development studies.

In turn, these moments of national origin are characterized as radical political innovations, notable for their civic unity, perfect legitimacy and binding authority. This common view is attractive as it suggests original founding events, actors, and ideals that can be evoked to legitimize state authority and unify citizens. Angélica Maria Bernal challenges this view of foundings, however, explaining that it is ultimately dangerous, misguided, and unsustainable. Beyond Origins argues that the ascription of a universal authority to original founding events is problematic because it limits our understanding of subsequent foundational changes, political transformation and innovation. This singular view also confounds our ability to account for all of the actors and venues through which foundation-building and constitutional transformation occurs. Because such understandings of national foundings obscure the many power struggles at work in them, these origin stories are troubling and unhelpful. In the wake of these limited views of founding, Bernal develops an alternate approach: "founding beyond origins." Rather than asserting that founding events are authoritatively settled and relegated to history, this framework redefines foundings as contentious, uncertain, and incomplete. Indeed, the book looks at a wide variety of contexts-early imperial Rome; revolutionary Haiti and France; the mid-20th century, racially-segregated United States; and contemporary Latin America-to reconsider political foundings as a contestatory and ongoing dimension of political life. Bridging classic and contemporary political and constitutional theory with historical readings, Bernal reorients approaches to foundings, arguing that it is only through context-specific and pragmatist understandings of political origins that we can realize the potential for radical democratic change.
