Book excerpt: Davies’ review explores the history of transnational voluntary associations, commencing with general patterns before proceeding to cover the history of different sectors in turn, including humanitarianism, science, education, environment, feminism, race, health, human rights, labour, business, standards, professions, culture, peace, religion, and youth. Coverage extends from the late eighteenth century through to the early twenty-first century and spans histories of particular organizations and of particular campaigns in addition to the evolution of broader transnational social movements. Contrasting perspectives on historical evolution are considered, including both linear and cyclical interpretations. The factors underpinning historical changes are explored, including economic, environmental, political, scientific and social developments. Insights are drawn not only from a transnational historical perspective, but also the many other disciplines that shed light on the subject, such as world sociology. The review also incorporates perspectives from international relations, development studies, peace studies, voluntary sector studies, and women’s studies. It argues that the historical evolution of transnational voluntary associations is longer, less Western in origin and more cyclical than traditionally assumed.

Book excerpt: Since its inception in 2001, the International Criminal Court (ICC) has been met with resistance by various African states and their leaders, who see the court as a new iteration of colonial violence and control. In Affective Justice Kamari Maxine Clarke explores the African Union's pushback against the ICC in order to theorize affect's role in shaping forms of justice in the contemporary period. Drawing on fieldwork in The Hague, the African Union in Addis Ababa, sites of postelection violence in Kenya, and Boko Haram's circuits in Northern Nigeria, Clarke formulates the concept of affective justice—an emotional response to competing interpretations of justice—to trace how affect becomes manifest in judicial practices. By detailing the effects of the ICC’s all-African indictments, she outlines how affective responses to these call into question the "objectivity" of the ICC’s mission to protect those victimized by violence and prosecute perpetrators of those crimes. In analyzing the effects of such cases, Clarke provides a fuller theorization of how people articulate what justice is and the mechanisms through which they do so.

Building on the insight that nationalisms and national identities endow economic policy with social purpose, Rawi Abdelal proposes a novel theoretical framework, a distinctively Nationalist perspective on international political economy, to answer this question. Using this framework, and drawing on field research in Lithuania, Ukraine, and Belarus, he provides an in-depth look at the link between national identity and the economic policies of the new states formed by the breakup of the Soviet Union.All these states, from the Baltic coast to central Asia, were economically dependent on Russia during the 1990s. However, they reacted very differently to that dependence, and their reactions can be traced, Abdelal contends, to their individual societies. Some, such as Belarus, found dependence inevitable and sought economic reintegration with Russia. Others, like Lithuania, interpreted dependence as a large-scale security threat and reoriented their economies away from Russia. A third group, typified by Ukraine, demonstrated no coherent economic policy at all regarding dependence.Abdelal distinguishes the Nationalist tradition in international political economy from the Realist tradition, and shows that economic nationalism is different than mercantilism. He demonstrates the ways that national identity affects economic policy and explains why some governments seek economic autonomy while others prefer regional reintegration. He then applies his approach to other cases of economic reorganization after the end of empire--eastern Europe in the 1920s after the Habsburgs, 1950s Indonesia, and French West Africa in the 1960s.

Book excerpt: This book brings together for the first time five recent essays by Jacques Derrida, which advance his reflections on many issues: lying, perjury, forgiveness, confession, the profession of faith, and, most recently, cruelty, sovereignty, and capital punishment. Strongly linked by their attention to "performatives" and the "as if," the essays show the necessity of thinking beyond the category of acts that are possible for a subject. Derrida argues forcefully that thought must engage with the im-possible, that is, the order of the unforeseeable event, the absolute future still to come. This acute awareness of the limits of performative programs informs the essays throughout and attunes them closely to events of a world undergoing "globalization." The first essay, "History of the Lie," reviews some classic and modern definitions of the lie (Augustine, Rousseau, Kant, Koyré, Arendt), while renewing questions about what is called lying, as distinguished from other forms of nontruth. This inventive analysis is followed by "Typewriter Ribbon," which examines at length the famous lie recounted by Rousseau in his Confessions, when he perjured himself by accusing another of his own crime. Paul de Man's reading of this textual event is at the center of Derrida's patient, at times seriously funny analyses. "Le parjure, Perhaps" engages with a remarkable novel by Henri Thomas that fictionalizes the charge of perjury brought against Paul de Man in the 1950s. Derrida's extraordinary fineness as a reader and thinker of fiction here treats, to profound effect, the "fatal experience of perjury." The two final essays, "The University Without Condition" and "Psychoanalysis Searches the States of Its Soul," address the institutions of the university and of psychoanalysis as sites from which to resist and deconstruct the nontruth or phantasm of sovereignty. For the university, the principle of truth remains at the core of its resistance; for psychoanalysis, there is the obligation to remain true to what may be, Derrida suggests, its specific insight: into psychic cruelty. Resistance to the sovereign cruelty of the death penalty is just one of the stakes indicated by the last essay, which is the text of a keynote address to the "States General of Psychoanalysis" held in Paris, July 2000. Especially for this volume, Derrida has written "Provocation: Forewords," which reflects on the title Without Alibi while taking up questions about relations between deconstruction and America. This essay-foreword also responds to the event of this book, which Peggy Kamuf in her introduction presents as event of resistance. Without Alibi joins two other books by Derrida that Kamuf has translated for Stanford University Press: Points . . .: Interviews, 1974-1994 (1994) and Resistances of Psychoanalysis (1998).

Despite claims of functional equivalence between mediated and co-present treatments, there is scant research evidence to advance these assertions. Can an effective therapeutic process occur without physical co-presence? What happens to screen-bound treatment when, as a patient said, there is no potential to "kiss or kick?" Our most intimate relationships, including that of analyst and patient, rely on a significant implicit non-verbal component carrying equal or possibly more weight than the explicit verbal component. How is this finely-nuanced interchange affected by technologically-mediated communication? This book draws on the fields of neuroscience, communication studies, infant observation, cognitive science and human/computer interaction to explore these questions. It finds common ground where these disparate disciplines intersect with psychoanalysis in their definitions of a sense of presence, upon which the sense of self and the experience of the other depends.
