It examines the relationship between integration and the legal frameworks of admission, stay and access to nationality by third country nationals at national and European levels. Integration is being subject to multifaceted processes transforming its traditional policy and legal settings, as well as its classical theoretical premises and approaches. The Europeanisation of immigration policy has provoked the emergence of distinctive European approaches on integration. The legal elements of integration are being developed through two parallel settings: the EU Framework on Integration and European immigration law. These venues constitute two of the main pillars upon which the common EU immigration policy is being constructed, and their nexus raises several elements in need of reflection and study. This book examines the processes through which integration becomes a norm in nationality and immigration law and policy at the national and EU levels, and the implications of these processes for the legal status of third country nationals and the overall coherency of the common EU immigration policy.

Book excerpt: The general perception of modern Latin American political institutions emphasizes a continuing and random process of disorder and crisis, continually out of step with other regions in their progress toward democracy and prosperity. In "History of Political Parties in Twentieth-Century Latin America," Torcuato S. Di Tella demonstrates that this common view lacks context and comparative nuance, and is deeply misleading. Looking behind the scenes of modern Latin American history, he discerns its broad patterns through close analysis of actual events and comparative sociological perspectives that explain the apparent chaos of the past and point toward the more democratic polity now developing. Di Tella argues that although Latin America has peculiarities of its own, they must be understood in their contrasts - and similarities - with both the developed centers and undeveloped peripheries of the world. Latin American societies have been prone to mass rebellions from very early on, more so than in other regions of the world. He analyzes, as well, such significant exceptions to this pattern as Chile, Colombia, and, to a large extent, Brazil. Turning to the other side of the social spectrum, he shows how the underprivileged classes have tended to support strongman populist movements, which have the double character of being aggressive toward the established order, but at the same time repressive of public liberties and of more radical groups. Di Tella provides here a necessary examination of the concept of populism and divides it into several variants. Populism, he maintains, is by no means disappearing, but its variants are instead undergoing important changes with significant bearing on the region's near-term future. "History of Political Parties in Twentieth-Century Latin America" is rich in historical description, but also in its broad review of social structures and of the strengths and weaknesses of political institutions. Choice commented that "this heavily documented volume with an extensive bibliography would prove valuable to researchers and advanced students of Latin America.

This book argues that Spain represents a context of “multiple diversity”, where two frameworks interact: an old, unresolved one, arising from democratic transition, and a new one due to immigration. This explains the Spanish practical approach, where the recent past plays the role of an iron cage, limiting institutional innovation and change. The author proposes a heuristic model, to better understand the “Spanish laboratory of diversities”. In order to go through these steps, the author analyses three case studies, coming from the political/social agenda: education, workplace, and political rights. The first one is the democratic idea of representative government, based on elections by general suffrage. The second is the nation-state principle which says that the world is divided into sovereign states and that only those who are citizens can claim a right to take part in political life, in other words that foreign citizens are not allowed to participate in political elections. Democracy is honoured almost everywhere, at least as a principle, but the modern system of states presupposes that as a general rule only those who are citizens are entitled to vote, to stand for election, to join parties, and to participate in political debate and give voice to their political demands and interests. Both these basic political principles are young, and their pre sent confrontation is therefore also new to us.
