En effet, il est un prix à payer pour ces retenues d'eau. Des populations entières sont déplacées. Les promesses d'aide à la réinstallation sont rarement tenues ce qui conduit à la misère et à la déchéance, voire à la perte de civilisations extrêmement anciennes. De même, les écosystèmes fluviaux, adaptés aux variations naturelles des cours d'eau, disparaissent avec la régularisation de ces derniers entraînant une irrémédiable perte de biodiversité. L'auteur nous emmène sur trois continents : l'Inde, l'Afrique et l'Australie. Il nous expose trois points de vue, ceux de l'activiste, du sociologue, et de l'ingénieur ; trois exemples qui, malgré leurs différences, convergent vers un même constat, la complexité des conflits d'intérêts entre développement économique, populations déplacées et environnement sacrifié.

Most of them are related to famous dam failure incidents and were compiled as international “benchmark case histories” for this bulletin to focus on the specific lessons learnt related with dam surveillance.
