A "Comparative Political Economy" (CPE) analytical framework and provide an institutional base to the different European growth models is built, in general terms over the period 1995-2018. The results allow us to link diverse growth dynamics to the changes of the institutional framework as a consequence of the economic and financial crises. In each chapter for country case studies (France, Germany, Italy, Spain, Greece, Sweden, UK and Poland) there;’s an ntroduction with a general characterization of the country and the most relevant changes that have occurred subsequently (main legislative milestones or changes in the behaviour of social agents) especially the process of dualization or deregulation of European economies. In addition, an analysis of the macroeconomic evolution and the situation of the labour market before and after the crisis from a demand-side perspective is included, concluding with the linkages between both issues and the characterization of the growth model. A la par, y por el hecho de reconstruir este proceso en un espacio reducido -una ciudad- aunque sumamente significativo -Madrid-, el autor propone un modelo de interpretación de las luchas de clases urbanas durante la 11 República que, más allá de sus determinantes políticos, tenga en cuenta el propio desarrollo de la ciudad, las transformaciones de su estructura, los procesos migratorios, la crisis que afectó a sus principales industrias, el tipo de sus organizaciones obreras y patronales y, en fin, la dinámica de los discursos y las prácticas de clase. De acuerdo con esos presupuestos metodológicos, el libro concede una atención especial a la fiesta como momento fundante de la República para desembocar, tras el análisis de la cristalización de conciencias enfrentadas de clase, en el estudio de las diferentes formas de lucha de los dos sindicatos obreros y las distintas agrupaciones patronales. El “pueblo todo entero” que aparece como sujeto del primer capítulo del libro se convertirá, durante este corto y denso proceso, en el “frente obrero” y el “bloque patronal” que aparecen radicalmente enfrentados en su última parte. Santos Juliá es profesor del Departamento de Ciencias Políticas y Sociología de la UNED. A partir de un panel de datos individuales para el período 1986-2000 (que cubre un ciclo completo), se estima una ecuación para el comportamiento del capital excedentario, que incluye entre los regresores un indicador de posición cíclica. Los resultados del ejercicio son muy robustos y claros y muestran que, una vez que se controlan los efectos del resto de sus determinantes, los excesos de capital mantienen una relación negativa con la posición en el ciclo. En términos cuantitativos, un aumento de un punto porcentual en la tasa de crecimiento del PIB reduce el colchón de capital en un 17%. Esta relación es, además,asimétrica, siendo más acusada durante las fases expansivas del ciclo. De acuerdo con estos resultados, el llamado problema de la prociclicidad de los requerimientos de capital debería ser tenido en cuenta en el diseño final de Basilea II, probablemente en el marco del segundo pilar de dicho acuerdo.
