Book excerpt: Using the United States as a basis of comparison, this book makes extensive use of roll call data to explore patterns of legislative politics in Argentina, Brazil, Chile and Uruguay. It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

But while organized crime may not get the headlines it once did in North America, the resurgence of such criminal activity in Latin America, and in some European nations, has grabbed the public's attention. In Dangerous Liaisons noted scholars describe and analyze the role of organized crime in the financing of politics in selected democracies in Latin America (Argentina, Brazil, Colombia, Costa Rica, and Mexico) and in Europe (Bulgaria and Italy). The book seeks to unravel the myths that have developed around crime in these locales, while providing facts and informing the debate on how organized crime corrupts democratic institutions, especially in relation to the funding of political parties and their activities. However, dramatic differences persist in the magnitude of national tax burdens and public sector size, even among seemingly similar countries. This book examines the historical roots of this variation. Through in-depth case studies of Argentina, Brazil, Chile, and Mexico, as well as evidence from Ecuador and Guatemala, Ondetti reveals the lasting impact of historical episodes of redistributive reform that threatened property rights. Ironically, where such episodes were most extensive, they hindered future taxation by prompting economic elites and social conservatives to mobilize politically against state intervention, forming peak business associations, rightist parties, and other formal and informal organizations that have proven to be remarkably enduring.
