Book excerpt: This volume grew out of the experience of the First Inter-American Congress on Philosophy of Technology, October 1988, organized by the Center for the Philosophy and History of Science and Technology of the University of Puerto Rico in Mayagiiez. The Spanish-language proceedings of that conference have been published in Carl Mitcham and Margarita M. Peiia Borrero, with Elena Lugo and James Ward, eds., El nuevo mundo de la filosofta y la tecnolog(a (University Park, PA: STS Press, 1990). This volume contains thirty-two papers, twenty-two summaries, an introduction and biographical notes, to provide a full record of that seminal gathering. Discussions with Paul T. Durbin and others - including many who participated in the Second Inter-American Congress on Philosophy of Technology, University of Puerto Rico in Mayagiiez, March 199- raised the prospect of an English-language proceedings in the Philosophy and Technology series. But after due consideration it was agreed that a more general volume was needed to introduce English-speaking readers to a growing body of literature on the philosophy of technology in the Spanish-speaking world. As such, the present volume includes Spanish as well as Latin American authors, historical and contemporary figures, some who did and many who did not participate in the first and second inter-American congresses.

Book excerpt: The emphasis on the realm of Science, Technology and Society or Science and Technology Studies may have the same degree of relevance that the “historical turn” had in the past. It is a “social turn” which affects philosophy of science as well as philosophy of technology. It includes a new vision of the aims, processes and results of scientific activities and technological doings, because the focus of attention is on several aspects of science and technology which used to be considered as secondary, or even irrelevant. This turn highlights science and technology as social undertakings rather than intellectual contents. According to this new vision, there are several important changes as to what should be studied the objects of research, how it should be studied the method and what the consequences for those studies are. The new focus of attention can be seen in many changes, and among them are several of special interest: a) from what science and technology are in themselves (mainly, epistemic contents) to how science and technology are made (largely, social constructions); b) from the language and structure of basic science to the characteristics of applied science and the applications of science; c) from technology as a feature through which human beings control their natural surroundings (a step beyond “technics” due to the contribution of science) to technology as a social practice and an instrument of power; and d) from the role of internal values necessary for “mature science” and “innovative technology” to the role of contextual or external values (cultural, political, economic ...) of science and technology. Wenceslao J. Gonzalez is professor of logic and philosophy of science at the University of A Coruña (Spain). He has been vicedean of the School of Humanities and president of the Committee of Doctoral Programs at the University. He has been a visting researcher at the Universities of St. Andrews, Münster and London (London School of Economics), as well as Visiting fellow at the Center for Philosophy of Science, University of Pittsburgh. He has given lectures at the Universities of Pittsburgh, Stanford, Quebec and Helsinki. The conferences in which he has participated include those organized by the Universities of Uppsala, New South Wales, Bologne and Canterbury (New Zealand). He has edited 20 volumes and published 70 papers. He is the editor of the monographic issues on Philosophy and Methodology of Economics (1998) and Lakatos’s Philosophy Today (2001). His writings include “Economic Prediction and Human Activity. An Analysis of Prediction in Economics from Action Theory” (1994), “On the Theoretical Basis of Prediction in Economics” (1996), “Rationality in Economics and Scientific Predictions: A Critical Reconstruction of Bounded Rationality and its Role in Economic Predictions” (1997), “Lakatos’s Approach on Prediction and Novel Facts” (2001), “Rationality in Experimental Economics: An Analysis of R. Book excerpt: Epistemology had to come to terms with “the social” on two different occasions. The first was represented by the dispute about the epistemological status of the “social” sciences, and in this case the already well established epistemology of the natural sciences seemed to have the right to dictate the conditions for a discipline to be a science. But the social sciences could successfully vindicate the legitimacy of their specific criteria for scientificity. More recently, the impact of social factors on the construction of our knowledge (including scientific knowledge) has reversed, in a certain sense, the old position and promoted social inquiry to the role of a criterion for evaluating the purport of cognitive (including scientific) statements. But this has undermined the traditional characteristics of objectivity and rigor that seem constitutive of science. Moreover, in order to establish the real extent to which social conditionings have an impact on scientific knowledge one must credit sociology with a sound ground of reliability, and this is not possible without a preliminary “epistemological” assessment. These are some of the topics discussed in this book, both theoretically and with reference to concrete cases.

It can be seen as a basic science, as an applied science and in the application of this science. First, it is used by economic theory in order to test the available knowledge. In this regard, prediction has been presented as the scientific test for economics as a science. Second, prediction provides a content regarding the possible future that can be used for prescription in applied economics. This is through the decision-making of the agents — individuals or organizations — in quite different settings, both in the realm of microeconomics and macroeconomics. Three themes define the three sections into which the volume is divided: "New Worlds," "New Technologies," and "New Issues." The essays in the section "New Worlds" range from optimism that new technologies will produce a better world than that of 1992, through a nonjudgmental discussion of the transformation of our "lifeworld" that new technologies are effecting, to deep concern for the viability of the world that modern technology has already created. In "New Technologies," the focus is on political responses to modern technologies. The authors in this section see the challenge to understanding and controlling our technological world in reshaping existing relations of social power and authority, and in creating new institutions more adequate to the sociopolitical realities of the process of technological innovation. While the contributors in the first two sections of the volume argue that broad changes in values and institutions are preconditions of a more beneficent relationship among people, nature, and technology, those in the section "New Issues" adopt narrower, more specific, viewpoints.
