On s'inquiète du fait que depuis l'indépendance, en particulier dans les pays d'Afrique de l'Ouest, un certain nombre d'initiatives continentales et mondiales ont été adoptées dans le but ultime de sortir l'Afrique de son sous-développement, et malgré tous ces efforts, rien n'a changé et sa place dans le commerce mondial est encore faible. Une autre préoccupation majeur, est que la démocratie en Afrique demeure un aspect crucial pour le développement, mais cette démocratie, du moins telle qu'elle est pratiquée dans certains pays ne correspond pas aux règles démocratiques, car les élites politiques ont bloqué le processus d'une véritable démocratisation dans la plupart des pays de l'Afrique de l'Ouest. L'ambivalence, parce que l'imposition de valeurs occidentales sur des pratiques précapitalistes millénaires ne signifie pas que l'évolution et le développement doivent nécessairement passer par des questions telles que valorisées à l'Occident. La ligne de travail reflète cependant le souci de définir la démocratie dans le contexte africain, mais aussi de répondre à cette ambivalence, à travers une alternative basée sur l'intégration. Pour ce faire, nous avons opté pour la méthode déductive, qui infère les faits observés dans les règles générales, ce qui nous a permis de comprendre comment les principales actions du processus de démocratisation en Afrique de l'Ouest peuvent être une solution pour l'intégration et le développement de la Région. Concernant la rédaction de ce travail, nous avons choisi la technique documentaire qui consiste à examiner les différents documents susceptibles de fournir les vérités que nous recherchons dans notre travail. Pour l'intérêt, ce travail interpelle les dirigeants africains, notamment ceux d'Afrique de l'Ouest, face à l'intégration régionale et au développement économique, mais aussi à l'implantation d'une démocratie digne, qui a toujours constitué la fragilité des États d'Afrique de l'Ouest depuis l'indépendance jusqu'à nos jours et, d'autre part, est une contribution documentaire pour les autres chercheurs qui, à leur tour, peuvent le critiquer et apporter leurs suggestions.

Book excerpt: The doctrine of international relations (inter-state, indeed), territorial ideologies, the logic of autochthony and its ramifications, ethnic cleansing, are all hinged at different levels upon the same pseudo-fact: to every society a closed and exclusive territory demarcated by fixed and linear borders. This way of thinking, totally foreign to African societies for a long time, has generated today more contradictions than it can ever solve. The authors of this book make a clear distinction between territory formation "from the top" as being a deliberate political project, and its formation "from below" as being a more diffused historical process which is determined by the scheme of antagonisms and compromises between social forces. In lieu of a stark opposition between "the top" and "below", the authors unveil the interdependence and mutual influence which form the basis of a dual system within which legal formation -by the colonial authorities first, then by the postcolonial one- is confronted with a host of subaltern spatial dynamics, neglecting thereby the legitimacy which only them can provide. As an essential read for anyone who is interested in the relationship between knowledge and power, this book offers stimulating perspectives on the issue of African unity and its epistemological and political challenges.
