Book excerpt: Transatlantic Revolutionary Cultures, 1789-1861 argues that the revolutionary era constituted a coherent chapter in transatlantic history and that individual revolutions were connected to a broader, transatlantic and transnational frame. As a composite, the essays place instances of political upheaval during the long nineteenth century in Europe and the Americas in a common narrative and offer a new interpretation on their seeming asynchrony. In the age of revolutions the formation of political communities and cultural interactions were closely connected over time and space. Reciprocal connections arose from discussions on the nature of history, deliberations about constitutional models, as well as the reception of revolutions in popular culture. Book excerpt: This book is a radical reinterpretation of the process that led to Mexican independence in 1821—one that emphasizes Mexico's continuity with Spanish political culture. During its final decades under Spanish rule, New Spain was the most populous, richest, and most developed part of the worldwide Spanish Monarchy, and most novohispanos (people of New Spain) believed that their religious, social, economic, and political ties to the Monarchy made union preferable to separation. Neither the American nor the French Revolution convinced the novohispanos to sever ties with the Spanish Monarchy; nor did the Hidalgo Revolt of September 1810 and subsequent insurgencies cause Mexican independence. It was Napoleon's invasion of Spain in 1808 that led to the Hispanic Constitution of 1812. When the government in Spain rejected those new constituted arrangements, Mexico declared independence. The Mexican Constitution of 1824 affirms both the new state's independence and its continuance of Spanish political culture.

Often viewed as a revolt or a coup d'état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners' demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table. In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858-60) and the ensuing French Intervention (1862-67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.

Book excerpt: Between 1750 and 1850 Spanish American politics underwent a dramatic cultural shift as monarchist colonies gave way to independent states based at least nominally on popular sovereignty and republican citizenship. In The Time of Liberty, Peter Guardino explores the participation of subalterns in this grand transformation. He focuses on Mexico, comparing local politics in two parts of Oaxaca: the mestizo, urban Oaxaca City and the rural villages of nearby Villa Alta, where the population was mostly indigenous. Guardino challenges traditional assumptions that poverty and isolation alienated rural peasants from the political process. He shows that peasants and other subalterns were conscious and complex actors in political and ideological struggles and that popular politics played an important role in national politics in the first half of the nineteenth century. Guardino makes extensive use of archival materials, including judicial transcripts and newspaper accounts, to illuminate the dramatic contrasts between the local politics of the city and of the countryside, describing in detail how both sets of citizens spoke and acted politically. He contends that although it was the elites who initiated the national change to republicanism, the transition took root only when engaged by subalterns. He convincingly argues that various aspects of the new political paradigms found adherents among even some of the most isolated segments of society and that any subsequent failure of electoral politics was due to an absence of pluralism rather than a lack of widespread political participation.
