But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Statistically, the level of religiosity is noticeably higher than in other European countries, and the majority of the population declares itself Catholic. Within the Catholic world, however, there are distinct differences in the ways and forms of believing, ranging from the convinced and active faithful to the 'occasional' believer, or the development of new forms of 'Catholic.' Catholic sentiment endures although many believers may not agree with the ethical indications of the ecclesiastical hierarchy. Furthermore, the Church and Catholic groups have reinforced their presence in the public sphere by participating in various campaigns to reassert Christian values on fundamental issues for civil harmony, from the family to bioethics, the limitations of science to the goals of economic development, religious freedom to the secular State, national identity to global equilibriums, and more. The Church therefore moves at various levels in order to keep the nation closely tied to Catholic culture-a commitment which is both applauded and criticized. Some non-believers express appreciation for the Catholic campaigns set out to counteract the lack of values and loss of memory typical of advanced modernity. However, in the non-believing secular world many more criticize the Catholic presence for acting as a lobby in Italian society, accusing the Italian Church of excessive alignment to the diktat issued by the Vatican. The particularity of the Italian case poses unique questions to those who study social phenomena. Why is the Catholic Church in Italy experiencing a period of such vitality in the public sphere? How can this situation be reconciled with the undisputed advance of secularization? And what kind of organizational problems does the assertive dynamism of Italian Catholicism pose in a pluralistic society?

Book excerpt: The Presidentialization of Politics shows that the politics of democratic societies is moving towards a presidentialized working mode, even in the absence of formal institutional changes. These developments can be explained by a combination of long-term structural changes in modern politics and societies' contingent factors which fluctuate over time. While these contingent, short-term factors relate to the personalities of office holders, the overall political agenda, and the majority situation in parliament, there are several structural factors which are relatively uniform across modern nations. First, the internationalization of modern politics (which is particularly pronounced within the European Union) has led to an 'executive bias' of the political process which has strengthened the role of political top elites vis-à-vis their parliamentary groups and/or their parties. Their predominance has been amplified further by the vastly expanded steering capacities of state machineries which have severely reduced the scope of effective parliamentary control. At the same time, the declining stability of political alignments has increased the proportion of citizens whose voting decisions are not constrained by long-standing party loyalties. In conjunction with the mediatization of politics, this has increased the capacity of political leaders to by-pass their party machines and to appeal directly to voters. As a result, three interrelated processes have led to a political process increasingly moulded by the inherent logic of presidentialism: increasing leadership power and autonomy within the political executive; increasing leadership power and autonomy within political parties; and increasingly leadership-centred electoral processes. The book presents evidence for this process of presidentialization for 14 modern democracies (including the US and Canada). While there are substantial cross-national differences, the overall thesis holds: modern democracies are increasingly following a presidential logic of governance through which leadership is becoming more central and more powerful, but also increasingly dependent on successful immediate appeal to the mass public. Implications for democratic theory are considered.
