Le rapport met en lumière comment l’adoption des technologies numériques, conjuguée à d’autres phénomènes mondiaux, transforme la nature du travail en Afrique subsaharienne et pose un défi en même temps qu’elle crée de nouvelles possibilités. Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

Book excerpt: Whereas digital transformation, considered from the standpoint of strategy, suggests a direct link with business benefits, questions linger about the implementation of digital technologies that often result in a lack of return on investment. Many consulting trends adopt a technology-centered approach, assuming that AI, IoT, data analytics, or robotics, would lead to business performance. Yet, most of the time, organizational factors are neglected, especially hidden costs or hidden work. Moreover, unexpected consequences are overlooked, such as resistance to change. Digital transformation is a practical problem for managers. Are IS implementation approaches such as agile methods to Socio-Technical Systems (STS) sufficient to tackle these issues? This book suggests starting from organizational transformation, in essence, independently from technology with methods such as Business Process Management (BPM), Socio-Economic Approaches to Management (SEAM) or Organizational Development (OD). Overall, whereas technology-centered approaches have been associated with numerous unintended consequences and failures with previous generations of technologies (e.g., ERP or KMS), process-centered and human-centered approaches may represent a less risky approach to digital transformation implementation. This volume focuses on evaluating the potential performance improvements and risks of digital transformation and ways to assess how technology may support work and organizational goals. Therefore, whereas written by both academics and practitioners, this book has been written for all managers in companies and institutions in order to help them achieve digital transformation success.

This volume is one of the results from that endeavor. Although intervention-research helps to uncover valuable insight into organizational dynamics and performance, the challenge of capturing and disseminating that insight to both academics and practitioners is entrenched in the rigor-relevance debate. While we are witnessing increased calls for “actionable knowledge,” this ideal, unfortunately, remains a rather elusive concept as critics contend either that rigorous academic research falls well-short of relevance to the practitioner world or research that proves to be valuable to practitioners falls short of the rigor expected in academic life. This volume is intended to help bridge that divide. L’expérience qui existe au sein de chacun des 93 membres de l’UIHJ est une richesse dont tout le monde doit s’inspirer dans un domaine aussi sensible que l’exécution forcée. Par ailleurs nous constatons dans notre profession d’huissier de justice que notre monde est entouré de la digitalisation et qu’on assiste à une émergence de notions que nous avons du mal à cerner tel que Blockchain, AI, Big Data, Machine Learning... au début ces termes ne nous faisaient pas peur, depuis l’apparition de la justice prédictive, des smart contrat qui s’auto exécutent il est temps pour la profession de réagir. L’ouvrage se veut donc le résultat de cette recherche à travers le monde afin de proposer des pistes et solutions concrètes de quelle manière l’huissier de justice peut-il enrichir la digitalisation dans un monde où on veut le contraire, c’est-à-dire promouvoir la fin des tiers de confiance.

Dans un espace planétaire largement dominé par l’économie, il importe que les juristes remplissent leur rôle en renforçant la présence et le prestige de la justice. S’agissant du droit de l’exécution, l’UIHJ entend mettre à profit son expérience et son influence pour assurer l’effectivité de l’exécution des décisions de justice partout où cela sera possible. The period from the 1980s to the present is marked by the expanded extraction of surplus value from workers through the creation of non-standard jobs and the restructuring of work.
