Tras una introducción en la que los coordinadores establecen un marco general sobre los estudios de las juventudes iberoamericanas, el libro se articula en capítulos que responden a intereses teóricos y marcos disciplinarios distintos, aunque todos comparten la misma estructura: una primera sección en base a marcos teóricos y conceptuales, una segunda a partir de esbozos etnográficos, y una tercera en base a un caso de estudio como ilustración de las teorías. Book excerpt: Global Networks, Local Actions: Rethinking adult education policy in the 21st century examines public policy developments in adult education, exploring the policy framing of adult education practice in a range of socio-cultural contexts, and contributing to the development of policy research from global and comparative perspectives. Drawing from multidisciplinary fields such as adult education, comparative and international education, and sociology, chapters analyse empirically grounded studies from the US, Italy, Argentina and Brazil. Each study helps to identify how political agents interact at international, regional, national and local scales, and what the implications are for publically-funded interventions in adult education. While this book recognises the complexity of adult education policy, it argues for the need to deconstruct the false belief that what is global in adult education may be intrinsically distinct from the characteristics of geographical or social territories in which adult education occurs. Instead, it points to localised norms and ideas on Adult Basic and Secondary Education as ultimately contained in, and constituting, what is at times perceived as global, or abstracted from definite geographical or social territories. This book calls for a global sociology of adult education in response to global challenges, and makes an important contribution to our understanding of developments in public adult education policy. As such, it will be of key interest to researchers, academics and postgraduate students in the fields of adult education, comparative and international education, education policy and politics, sociology of education, and global studies.

The focus here is on questions of representation and social agency of both migrants and migration museum officials, adopting a comparative perspective on the complex and conflictive articulation between how migrants are represented by themselves and by museum institutions. Migrants are not passive but social agents actively involved in their communities and socially vigilant of the way they are treated, perceived and represented by the host society. They produce also their own representations that are often in conflict with Western hegemonic perceptions of their cultures and identities. Their strong presence in global cities and metropolitan societies today confronts the dominant society with issues of racial/ethnic discrimination and historical memory otherwise ignored by hegemonic Western views. Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in Western values, for instance in cases where numerous political, racial and ethnic sub-groups are ‘fighting’ for autonomy. By disentangling local contexts of countries from across the global South, this book demonstrates that it is important to view civil society through the lens of local conditions, rather than viewing it as something that needs to be ‘discovered’ or ‘manufactured’ in non-Western societies. In this sense, national legal systems expressed through national languages organize the Law based on their own understanding of reality. One of them is legal translation, which is a field of knowledge and professional skill that has not been the subject of theoretical thinking on the part of legal scholars. How to negotiate, draft or interpret an international treaty that mirrors what the parties, – who belong to different legal cultures and who, on many occasions, speak different mother tongues – ,want or wanted to say? By analyzing the decision-making process and the legal discourse adopted by the WTO’s Appellate Body, this book highlights the active role of language in diplomatic negotiations and in interpreting international law. In addition, it also shows that the debate on the effectiveness and legitimacy of International Law cannot be separated from the linguistic issue.
