Book excerpt: Since the 1970s, neoliberalism has evolved from ideology to political programme, from political programme to public policy, and from public policy to constitutional rule. This process of change has been made possible through the endorsement of an uncritical, a-historical, and apolitical economic theory that legitimized technocratic despotism, financial deregulation, precarious labour, and constitutional-political emptying. This book examines critical perspectives in mainstream neoliberal development analysis. It examines the neoliberal experiment as a global historical construct through the cases of Africa, Latin America, and Europe. The analysis begins in 1980 with the Structural Adjustment Plans in Latin America and Africa, followed in 1990 by Maastricht in the case of Europe and the euphoric shift that took place, typified by the Africa Rising narrative, which attempts to promote the idea of an economically emerging continent. It also considers the weakness of the state resulting from neo-liberal austerity and fiscal stabilization policies, which have amplified the inability to collectively deal with the social, economic, and political impact of the COVID-19 crisis. One of the key features of the book is the extensive comparative analysis between regions, using case studies, including examples from African countries. The authors connect the different regional perspectives, included in the book, in a clear and coherent way, such that it will appeal to students and scholars interested in the social, economic, and political outcomes of globalization and will also be of interest to official development agencies and third sector organizations in Latin America, Sub-Saharan Africa and Europe.

Can democracy survive an increasingly authoritarian neoliberal capitalism? Neoliberal Resilience answers these questions by bringing the developing world’s recent history to the forefront of our thinking about democratic capitalism’s future. Looking at four decades of change in four countries once considered to be leading examples of effective neoliberal policy in Latin America and Eastern Europe—Argentina, Chile, Estonia, and Poland—Aldo Madariaga examines the domestic actors and institutions responsible for defending neoliberalism. Delving into neoliberalism’s political power, Madariaga demonstrates that it is strongest in countries where traditional democratic principles have been slowly and purposefully weakened. He identifies three mechanisms through which coalitions of political, institutional, and financial forces have propagated neoliberalism’s success: the privatization of state companies to create a supporting business class, the use of political institutions to block the representation of alternatives in congress, and the constitutionalization of key economic policies to shield them from partisan influence. Book excerpt: This book develops an analysis of ministerial recruitment in the process of government formation, the process of dismissal, and survival of cabinet ministers in Chile and Uruguay. The two cases are countries that, generally, score the highest democracy indexes in Latin America, but also, they are considered as the most stable presidential systems in the Southern Cone of the region, allowing readers to compare within and between cases. The cases analyzed in this book are small countries with a similar history of democratic breakdowns which, in temporal terms, enable comparison. Additionally, given the reasons that triggered those processes, both cases are normally studied together. For pre-coup democracy, the cases include the governments of Chile between 1933 and 1973 and Uruguay between 1943 and 1973. This research does not analyze the military coup regime in either country. Thus, the period is resumed in the democratic transitions for both cases, i.e., 1985 for Uruguay and 1990 for Chile. Although literature on ministerial cabinets survival usually focus on parliamentary regimes from the Global North, this rather new phenomenon in presidential democracies has quickly gained academic notoriety. Research on cabinets and ministers in Latin American presidential systems tends to focus on the periods beginning with the return to democracy after the 1980s. This situation means that there is scant knowledge of the period prior to the coups. By presenting an in-depth study of two presidential systems from the Global South, Survival of Ministers and Configuration of Cabinets in Chile and Uruguay, will be a useful resource for political and social scientists willing to study cabinet formation and ministerial turnover in Latin America, whether is on case-study research or in a comparative perspective.
