Book excerpt: Lawless elements are ascendant in Mexico, as evidenced by the operations of criminal cartels engaged in human and drug trafficking, often with the active support or acquiescence of government actors. The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-rights crisis to flourish, creating a climate of generalized violence that is carried out, condoned, or ignored by the state and precluding any hope for justice. Mexico's Human Rights Crisis offers a broad survey of the current human rights issues that plague Mexico. Essays focus on the human rights consequences that flow directly from the ongoing "war on drugs" in the country, including violence aimed specifically at women, and the impunity that characterizes the government's activities. Contributors address the violation of the human rights of migrants, in both Mexico and the United States, and cover the domestic and transnational elements and processes that shape the current human rights crisis, from the state of Mexico's democracy to the influence of rulings by the Inter-American Court of Human Rights on the decisions of Mexico's National Supreme Court of Justice. Given the scope, the contemporaneity, and the gravity of Mexico's human rights crisis, the recommendations made in the book by the editors and contributors to curb the violence could not be more urgent. Book excerpt: Regarded as among modern Mexico’s foremost creative writers, Octavio Paz, Carlos Fuentes, Carlos Monsiváis, and Elena Poniatowska are also esteemed as analyzers of society, critics of public officials, and both molders and mirrors of public opinion. This book offers a reading of Mexican current affairs from 1968 to 1995 through a comparative study of these four writers’ political work. In hundreds of articles, essays, and comments published in the Mexican press—Excélsior, La Cultura en México, La Jornada, Proceso, and many other publications—these writers tackled current affairs as events unfolded. Yet the lack of detailed examination of their contributions in the press has left a gap in our understanding of their vital role in raising awareness of national concerns as they were happening. Claire Brewster has mined direct quotations from a host of publications to illustrate the techniques that they used in combating government and editorial restraints. Brewster first addresses the Student Movement of 1968—the violent suppression of which was a watershed in the relationship between the Mexican government and people—and illustrates the ways in which the student crisis affected the writers’ relationships with presidents Luis Echeverría Alvarez and José López Portillo. She next considers the profound social and political repercussions of the 1985 earthquake as described by Poniatowska and Monsiváis and the consequent emergence of Mexican civil society. She then outlines Paz’s and Monsiváis’s vociferous responses to the 1988 presidential election campaigns and their highly contentious result, and lastly she examines the Chiapas rebellion from January to July 1994. The eloquent Zapatista spokesman, Subcomandante Marcos, challenged Mexican writers to a duel of words, and Brewster analyzes the ways in which the four writers took up the gauntlet—and in so doing reveals the development of their political thoughts and their relationships with the Mexican people and the federal government. The work of these four authors charts an important historical era, and a close examination of their essays reveals their maturation as writers and provides an understanding of the development of Mexican society. By bringing their opinions and attitudes to light, Brewster unearths a rich lode of insight into the inner workings of Mexican intellectuals and invites observers of contemporary Mexico to reconsider their role in reflecting social change.

Yet by 1992 the economy was again growing, with inflation under control and the confidence of international investors restored. Mexico was now touted as an example for regimes in Eastern Europe to emulate. How did Carlos Salinas and his team of technocrats manage to gain political power sufficient to impose their economic model? How did they sustain their revolution from above despite the hardships these changes brought for many Mexicans? How did they stage their remarkable political comeback and create their “democracy within reason”? Why did Salinas succeed in keeping control of his revolution while Mikhail Gorbachev failed to do so in his similar effort at radical reform? Miguel Centeno addresses these questions by analyzing three critical developments in the Mexican state: the centralization of power within the bureaucracy; the rise of a new generation of technocrats and their use of a complex system of political networks; and the dominance of a neoliberal ideology and technocratic vision that guided policy decisions and limited democratic participation. In his conclusion the author proposes some alternative scenarios for Mexico’s future, including the role of NAFTA, and suggests lessons for the study of regimes undertaking similar transitions. Of obvious interest to students of contemporary Mexico and Latin America, the book will also be very useful for those analyzing the transition to the market in other countries, the role of knowledge in public policy, and the nature of the modern state in general.

This study examines the transformation of Mexico's social and political organization from state corporatism to transnationalized corporatism, a form distinguished by the effect that International Financial Institutions and the World Trade Organization have on the state's relationship to the rest of society. By exploring how non-governmental organizations, political parties, unions and social movements (notably the Zapatistas) engage with the state under neoliberalism, this work significantly emphasizes the continued relevance of corporatist structures in an environment of electoral democratic reform.

Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in Western values, for instance in cases where numerous political, racial and ethnic sub-groups are ‘fighting’ for autonomy. This book offers an ethnography of the Mexican political system under PRI hegemony, focusing on the relationship between the formal democratic structure of the state and the unofficial practices of the underlying political culture, and addressing the question of what purpose campaigns serve when the outcome is predetermined. Discussing Mexican presidential politics from the perspectives of anthropology, political science, and communications science, the authors analyze the 1988 presidential campaign of Carlos Salinas de Gortari—the last great campaign of the PRI to display the characteristics traditionally found in the twentieth century. These detailed descriptions of campaign events show that their ritualistic nature expressed both a national culture and an aura of domination. The authors describe the political and cultural context in which this campaign took place—an authoritarian presidential system that dated from the 1920s—and explain how the constitutional provisions of the state interacted with the informal practices of the party to produce highly scripted symbolic rituals. Their analysis probes such topics as the meanings behind the candidate’s behavior, the effects of public opinion polling, and the role of the press, then goes on to show how the system has begun to change since 2000.
