This fifth volume of the acclaimed series covers the history of the continent from the beginning of the sixteenth century to the close of the eighteenth century in which two themes emerge: first, the continuing internal evolution of the states and cultures of Africa during this period second, the increasing involvement of Africa in external trade--with major but unforeseen consequences for the whole world. In North Africa, we see the Ottomans conquer Egypt. South of the Sahara, some of the larger, older states collapse, and new power bases emerge. Traditional religions continue to coexist with both Christianity (suffering setbacks) and Islam (in the ascendancy). Along the coast, particularly of West Africa, Europeans establish a trading network which, with the development of New World plantation agriculture, becomes the focus of the international slave trade. The immediate consequences of this trade for Africa are explored, and it is argued that the long-term global consequences include the foundation of the present world-economy with all its built-in inequalities.

Book excerpt: This volume consists of a carefully edited version of the General Course on Public International Law delivered at the Hague Academy of International Law to commemorate the fiftieth anniversary of the foundation of the United Nations. The author brings to them not only his background of academic distinction, but his experience as a practitioner concerned with major international legal issues. The rule of law in international affairs is a question of perennial concern but it is of greater moment these days for a number of reasons. The active agenda of the Security Council and its relative solidarity creates a paradox. Its increased political power is a source of hope but the modalities of the exercise of power present problems of principle and of legal concern. Another area of concern is the International Court, which has had a successful record since the early eighties and provides one of the guarantees of the maintenance of legality. Recent successes of the Court include the effective resolution of the territorial dispute between Chad and Libya. The general level of compliance with its decisions by States is impressive. Yet its success is matched not by encouragement and enhancement of its facilities but by United Nations financial constraints which hinder its work and, ultimately, may threaten its independence in relation to the political organs of the United Nations.

City of Black Gold tells a story of oil, urbanization, and colonialism in Kirkuk--and how these factors shaped the identities of Kirkuk's citizens, forming the foundation of an ethnic conflict. Arbella Bet-Shlimon reconstructs the twentieth-century history of Kirkuk to question the assumptions about the past underpinning today's ethnic divisions. In the early 1920s, when the Iraqi state was formed under British administration, group identities in Kirkuk were fluid. But as the oil industry fostered colonial power and Baghdad's influence over Kirkuk, intercommunal violence and competing claims to the city's history took hold. The ethnicities of Kurds, Turkmens, and Arabs in Kirkuk were formed throughout a century of urban development, interactions between communities, and political mobilization. Ultimately, this book shows how contentious politics in disputed areas are not primordial traits of those regions, but are a modern phenomenon tightly bound to the society and economics of urban life.

En étudiant l'évolution de l'ordre juridique de l'Union depuis l'entrée en vigueur du traité de Lisbonne, elle examine également, sur la base d'une analyse exhaustive et originale de la jurisprudence de la Cour de justice et de l'action des institutions, l'incidence effective de la Charte sur les systèmes nationaux de protection des droits fondamentaux, ainsi que sur l'étendue des compétences de l'Union, du champ d'application du droit de l'Union et des pouvoirs des institutions de l'Union afin d'assurer le respect des droits fondamentaux dans les Etats membres. Si La Charte a contribué à une montée en puissance visible des droits fondamentaux dans l'ordre juridique de l'Union, ainsi qu'au développement d'une gouvernance et d'une culture des droits fondamentaux, il apparaît clairement que ces évolutions n'ont pour l'heure pas altéré l'équilibre constitutionnel préexistant. Au-delà de ce bilan positif (mais peut-être surprenant) et des réformes envisageables à droit primaire constant, la modification des traités apparaît néanmoins indispensable afin de doter l'Union des moyens nécessaires à la préservation des valeurs communes sur lesquelles elle est fondée.

Endorsing the adjustment of existing rules to meet pluralist objectives, the author outlines a single, coherent regulatory approach. He shows how a careful analysis of the implications of technological convergence helps to solve conflicts between regimes. Specifically, the analysis addresses the level – national or EU – at which particular regulatory responses should emerge, the objectives guiding action, and the tools through which these objectives may be pursued. Though the genocide of 1994 catapulted Rwanda onto the international stage, English-language historical accounts of the Great Lakes region of Eastern Africa--which encompasses Burundi, eastern Congo, Rwanda, western Tanzania, and Uganda--are scarce. Drawing on colonial archives, oral tradition, archeological discoveries, anthropologic and linguistic studies, and his thirty years of scholarship, Jean-Pierre Chr tien offers a major synthesis of the history of the region, one still plagued by extremely violent wars. This translation brings the work of a leading French historian to an English-speaking audience for the first time. Chr tien retraces the human settlement and the formation of kingdoms around the sources of the Nile, which were "discovered" by European explorers around 1860. He describes these kingdoms' complex social and political organization and analyzes how German, British, and Belgian colonizers not only transformed and exploited the existing power structures, but also projected their own racial categories onto them. Finally, he shows how the independent states of the postcolonial era, in particular Burundi, Rwanda, and Uganda, have been trapped by their colonial and precolonial legacies, especially by the racial rewriting of the latter by the former. Today, argues Chr tien, the Great Lakes of Africa is a crucial region for historical research--not only because its history is fascinating but also because the tragedies of its present are very much a function of the political manipulations of its past.
