Les régions bénéficient-elles de cette nouvelle donne politique ? Assiste-ton à un renforcement de la capacité politique régionale ? A partir d’une étude comparative dans deux régions françaises, la Bretagne et le Centre, et deux régions espagnoles, la Galice et La Rioja, Romain Pasquier analyse la variabilité du potentiel mobilisateur des régions en Europe. Il met l’accent sur deux variables clés pour comprendre la structuration d’une capacité politique régionale : l’empreinte des modèles régionaux d’action collective et la prégnance des styles nationaux dans les politiques territoriales en France et en Espagne. A travers l’analyse de la capacité d’action des institutions régionales autour d’une série d’enjeux d’action publique, aussi bien au niveau local qu’au niveau national et européen, l’auteur arrive à la conclusion que certaines régions semblent posséder davantage de prédispositions que d’autres pour s’adapter à la nouvelle gouvernance européenne. Par delà les variations institutionnelles, les régions dans lesquelles se perpétuent ou se développent des formes d’identification collective et des pratiques politiques coopératives sont plus à même de se positionner dans les régulations politiques polycentriques qui s’organisent à l’échelle européenne.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

This book takes as its starting point the curious fact that autonomous regional policymaking may be parallel to regional governments pursuing policy similarity. The author proposes that these observations are paradoxical only if sector-specific policy norms are disregarded and when autonomy is considered as the exclusive goal of regional governments. Focusing on common yet under-studied regional situations where a sense of cultural or historical distinctiveness is not readily apparent, if at all, the book argues that in policy sectors where norms of territorial equality have long been dominant, regional governments endorse them as a way to secure or expand their policy capacity when the central state or other policy entrepreneurs challenge it. This results in converging policies. A textured comparative account of educational policymaking in German Länder and French conseils régionaux over three decades forms the backbone of this analysis of policymaking in ordinary regions.

Book excerpt: Democracy in Europe is about the impact of European integration on national democracies. It argues that the oft-cited democratic deficit is indeed a problem, but not so much at the level of the European Union per se as at the national level. This is because national leaders and publics have yet to come to terms with the institutional impact of the EU on the traditional workings of their national democracies. The book begins with a discussion of what the EU is-a new form of 'regional state' in which sovereignty is shared, boundaries are variable, identity composite, and democracy fragmented. It then goes on to examine the effects of this on EU member-states' institutions and ideas about democracy, finding that institutional 'fit' matters. The 'compound' EU, in which governing activity is highly dispersed among multiple authorities, is more disruptive to 'simple' polities like Britain and France, where governing activity has traditionally been more concentrated in a single authority, than to similarly 'compound' polities like Germany and Italy. But the book concludes that the real problem for member-states is not so much that their practices have changed as that national ideas and discourse about democracy have not. The failure has been one of the 'communicative' discourse to the general public-which again has been more pronounced for simple polities, despite their potentially greater capacity to communicate through a single voice, than for compound polities, where the 'coordinative' discourse among policy actors predominates.
