Book excerpt: This book is one of the first historical revisions of the Latin American debt crisis of 1982, exploring recently disclosed archival sources for a number of creditor and debtor institutions. It fills a gap on the national and international historiography on international finance in the 1970s and the Latin American debt crisis of the 1980s. The domestic banking approach in revisiting the 1982 financial crisis is a main distinction of this work and the consequences of the involvement of Mexican banks in international finance a major contribution to the literature. Beyond its thoroughly international approach, the book addresses a broad array of disciplines: financial history, political economy, international relations and business history. While the focus is on financial crisis, its implications extend to current regulatory and financial policy relative to crisis and non-crisis matters. In addition to providing a template for understanding other instances of financial crisis, the book points the way to research in a wide range of additional questions. These include the economic role of foreign capital, the transmission of financial crisis, and the decision criteria of states during crises. It also offers a strong example of the importance of politics in resolving economic problems. Because of this, the book will be of interest to historians, economists and political scientists.

Book excerpt: The recent economic troubles of Mexico should have surprised no one, for the Mexican economy is an unhealthy one whose basic problems extend back to the nineteenth century - that is the major theme of this study of the formative years of industrialization in Mexico. The author focuses on the forces - economic, political, and technological - that have thwarted Mexican efforts to become a competitive member of the international economic community. Unlike most previous studies, which have relied on aggregate data published by the Mexican government that lump together all industries and all firms, this study is based almost entirely on new material concerning individual companies and individual entrepreneurs. This approach enables the author to examine a wide range of new questions. What were the social origins of Mexico's industrial entrepreneurs? What was their relation to the government of Porfirio Diaz? How profitable were the major manufacturing companies? What effects did the Revolution of 1910-1917 have on the nation's physical plant and on investor confidence? What strategies did firms follow to protect their markets and to prevent competition? The author argues that the roots of modern Mexican industrialization are not to be found in the restructuring of the Mexican economy associated with the Revolution (indeed he contends that the Revolution's effect on the economy has been exaggerated) or in the economic growth stemming from World War II. Rather, he sees the Porfiriato as the decisive era in Mexico's industrialization. By examining the economic constraints on large-scale industrialization during the Porfiriato, he explains the factors that led to an industrial sector marked by concentration of ownership, oligopoly and monopoly production, the inability to compete in international markets, and the need for constant government protection and subsidies.

Through a comparative lens, Auerbach explains why the transition to financial liberalization was accompanied by economic crisis and declining growth rates in countries such as Mexico, while the same policy was associated with higher growth rates and a relatively more equitable distribution of income in other countries such as South Korea and Hong Kong.Auerbach first sets up a theoretical foundation that underlies the comparative case studies, and she then follows with a detailed account of Mexico's transition to financial liberalization in the 1980s. The research examines four periods: the populist administrations of EcheverrÍa and Lopez Portillo, during which the foundations of modern financial markets were paradoxically laid; the debt-crisis years of de la Madrid, who reversed his party's political strategy by favoring the business class with financial opportunities; the economic transformation undertaken by Carlos Salinas, who mixed genuine reform with destabilizing anti-market measures; and the political watershed of the Zedillo administration, whose unpopular bank rescue gave opposition parties unprecedented power within Mexico's policy making process. Kessler also provides a comparison of financial collapse in two other emerging markets, South Korea and Russia, and examines the political roots of crisis in both countries. He concludes by suggesting how greater attention to questions of power, social organization, and challenges to state authority can help the policy-making community avoid giving well-meaning advice that is unlikely to be implemented in a sustainable way.
