A ce titre, la politique de la montagne constitue une politique territoriale novatrice dans laquelle l'argument géographique joue un rôle déterminant. Sa signification s'interprète dans le contexte de la décentralisation et des réformes territoriales qui marquent les années 80. Elles préfigurent la généralisation des politiques de développement local. La thèse comprend trois parties. La première s'intéresse à la genèse de la politique de la montagne des années 80. La seconde analyse le contexte de sa mise en œuvre et les blocages rencontrés dans son application. La troisième se livre à une réflexion sur les conditions d'une meilleure prise en compte des spécificités socio-économiques de la montagne dans les politiques de développement territorial.
