Book excerpt: Ce travail traite de la territorialisation de l'enseignement supérieur et de la recherche (ESR) hors des espaces métropolitains et urbains. La construction de cette thèse repose sur un dialogue théorique et empirique entre deux sphères problématiques : celle relative à la territorialisation de l'ESR et celle relative aux recompositions et crises qui affectent l'action publique locale. Il s'agit, ce faisant, de considérer la territorialisation de l'ESR non plus seulement comme un enjeu ou une variable d'aménagement, mais davantage dans sa participation au développement et à l'action collective sur les territoires. L'auteur suppose ainsi l'existence d' « opérateurs territoriaux de l'ESR » qui vont chercher à mobiliser les ressources du supérieur dans le cadre des dynamiques collectives locales et de la construction et la valorisation de « ressources territoriales ». Ces « opérateurs » sont considérés comme des « organisations » composites entre « acteurs », « structures », « pratiques » et « démarches » qui vont contribuer à la « stabilisation des interactions » entre territoires et ESR. L'auteur suppose alors que cette stabilisation va contribuer à spécifier les activités d'ESR territorialisées et les rôles qui leur sont affectés. Ce premier niveau d'analyse invite l'auteur à questionner la structuration des relations entre territoires et universités dans une perspective organisationnelle, à la différence de nombreux travaux ayant traité de la synchronisation « cognitive » entre acteurs issus de différentes sphères sociales ou professionnelles. Enfin, ce travail pose la question du rôle des coopérations entre « développeurs territoriaux » et acteurs et activités universitaires. Il analyse alors ces coopérations comme des stratégies d' « entrepreneuriat institutionnel » permettant à une partie des professionnels des territoires de (se) jouer du flou qui caractérise leur métier et d'en défendre une conception particulière clairement ancrée au sein de l'action collective. En conclusion, l'auteur invite à considérer la territorialisation de l'ESR dans la diversité de ses effets sur les territoires et en sortant d'une vision exclusivement liée à la notion d'excellence.

Outils de la démocratisation de l’enseignement universitaire, du développement local et de l’équité territoriale, ils sont aujourd’hui confrontés aux enjeux d’une économie de la connaissance recentrée sur les métropoles. Les sites universitaires des villes moyennes ont-ils les capacités à jouer un rôle dans la construction de la nouvelle politique scientifique ou sont-ils amenés à rester des pôles de formation de proximité voire à disparaître ? L’objectif est ici de déconstruire les préjugés sur des sites souvent qualifiés de «secondaires» qui, pourtant, ont su développer à leur échelle des activités de formation, de recherche et de transferts de technologie en lien avec les besoins d’un territoire. Leur développement témoigne de l’engagement inédit des acteurs locaux, et notamment des collectivités locales, dans un projet commun. Leur devenir pose, de manière forte, la nécessité de repenser les liens entre universités et territoires. Sans donner toutes les réponses à cet enjeu, les contributeurs de l’ouvrage ouvrent les débats sur l’évolution de la carte universitaire.

Book excerpt: Cette thèse met en question la place du territoire dans les missions universitaires à partir de deux cas d'étude Syracuse University (État de New York, États-Unis) et Paris Nanterre (France). L'analyse propose le concept d'implication universitaire et interroge alors les positionnements et actions volontairement entrepris par des universités ou des universitaires envers et avec des acteurs non académiques pour apporter une contribution à la société dans le cadre de leurs missions et activités universitaires. L'approche comparée met en regard deux universités qui portent une posture d'université engagée comme levier de différenciation et d'attractivité institutionnelle en fonction de leurs modèles nationaux respectifs. L'analyse de la mise en œuvre de cette posture d'implication met en lumière les contrastes de moyens d'action des deux établissements, tout en distinguant des logiques de territorialisation communes : le territoire de l'université est à la fois cadre d'inscription, terrain d'investissement et enjeu de transformation et de délimitation. L'échelon des enseignants-chercheurs est enfin étudié dans ses rapports avec l'institution de rattachement, mettant en lumière à la fois les types d'incitations adressées par les universités à leurs membres pour les intégrer à leurs projets et politiques d'implication territoriale, et les stratégies des enseignants-chercheurs à l'égard de leur établissement.

Theoretically, the book builds on nearly two decades of scholarships identifying the emergence of new urban actors, spaces and political dynamics in response to climate change priorities. However, it further articulates and applies the concepts associated with urban climate change governance by bridging formerly disparate disciplines and approaches. Empirically, the chapters investigate new multi-level urban governance arrangements from around the world, and leverage the insights they provide for both theory and practice. Cities - both as political and material entities - are increasingly playing a critical role in shaping the trajectory and impacts of climate change action. However, their policy, planning, and governance responses to climate change are fraught with tension and contradictions. While on one hand local actors play a central role in designing institutions, infrastructures, and behaviors that drive decarbonization and adaptation to changing climatic conditions, their options and incentives are inextricably enmeshed within broader political and economic processes. Resolving these tensions and contradictions is likely to require innovative and multi-level approaches to governing climate change in the city: new interactions, new political actors, new ways of coordinating and mobilizing resources, and new frameworks and technical capacities for decision making. We focus explicitly on those innovations that produce new relationships between levels of government, between government and citizens, and among governments, the private sector, and transnational and civil society actors. A more comprehensive understanding is needed of the innovative approaches being used to navigate the complex networks and relationships that constitute contemporary multi-level urban climate change governance.
