After its ratification in two referendums, for the first time in history political institutions throughout the island of Ireland rested upon the freely given assent of majorities of all the peoples on the island. It marked, it was hoped, the full political decolonization of Ireland. Whether Ireland would reunify, or whether Northern Ireland remain in union with Great Britain now rested on the will of the people of Ireland, North and South respectively: a complex mode of power-sharing addressed the self-determination dispute. The concluding volume of Brendan O'Leary's A Treatise on Northern Ireland explains the making of this settlement, and the many failed initiatives that preceded it under British direct rule. Long-term structural and institutional changes and short-term political maneuvers are given their due in this lively but comprehensive assessment. The Anglo-Irish Agreement is identified as the political tipping point, itself partially the outcome of the hunger strikes of 1980-81 that had prevented the criminalization of republicanism. Book excerpt: This book challenges scholarship which presents charity and voluntary activity during World War I as marking a downturn from the high point of the late Victorian period. Charitable donations rose to an all-time peak, and the scope and nature of charitable work shifted decisively. Far more working class activists, especially women, became involved, although there were significant differences between the suburban south and industrial north of England and Scotland. The book also corrects the idea that charitably-minded civilians’ efforts alienated the men at the front, in contrast to the degree of negativity that surrounds much previous work on voluntary action in this period. Far from there being an unbridgeable gap in understanding or empathy between soldiers and civilians, the links were strong, and charitable contributions were enormously important in maintaining troop morale. This bond significantly contributed to the development and maintenance of social capital in Britain, which, in turn, strongly supported the war effort. This work draws on previously unused primary sources, notably those regarding the developing role of the UK’s Director General of Voluntary Organizations and the regulatory legislation of the period.

The man who invented it was an inventor, an engineer, a genius, who led an exciting life and contributed to economics in many different ways. Born and brought up on a remote farm in rural New Zealand, his early life was a search for adventure. He invented toys and rebuilt machinery as a child. He experienced the rigours of the Great Depression on construction sites, and while still a young man he roamed the outback of Australia picking up casual work, sometimes working in gold mines, sometimes crocodile hunting. In 1937 he set off to discover militarising Japan, a guerrilla war in Manchuria, Stalin's Soviet Union, and the tensions in Europe. On the outbreak of war, he joined the RAF and was sent to Singapore where he rearmed planes but was eventually incarcerated in a POW camp by the Japanese. In camp he learned languages, invented gadgets for the troops and built a clandestine radio. If his first 30 years had been a search for adventure, his later life was a search for economic stability. Back in Britain after the war, he scraped through a sociology degree at the LSE, before convincing a sceptical faculty to let him build a hydraulic model of the economy. This beautiful complex machine was a great success and put Bill Phillips on the track of serious economics. In the next few decades he developed new ideas for stabilising economies, was one of the first to use electronic computers, developed the Phillips Curve, showed ways to help an economy to grow, and developed new techniques to model economies. Always innovative, he took another heading in his later years, working out how to stabilise the Chinese economy which was being wracked by the Cultural Revolution. Bill Phillips pioneered a dozen new directions in economics, making him one of the most innovative and influential of our economic pioneers.
