Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. J.F. Bosher argues that the motivation behind all these incidents was a policy of underhanded imperial ambition on the part of France. In The Gaullist Attack on Canada, he contends that French nationalists have been at work behind the screen of harmless fraternising of international francophonie in order to stimulate French revolutionary nationalism in Quebec and elsewhere, and that the Gaullist ideology behind these attempts rests on a set of myths about past events, age-old resentment of the English-speaking nations, and a deep-rooted belief in the superiority of France, its language, and its culture. The Gaullist Attack on Canada reveals a phase of French imperialism that poses a threat to Canadian Confederation. Since the 1960s, Bosher argues, de Gaulle and his followers have conspired to stimulate Quebec separatism as part of their larger goal to revive France's role as a great power. He bases his case on the evidence of France's actions in other former French colonies, especially in Africa, as well as the writings of such leading Gaullist conspirators as Bernard Dorin, Pierre–Claude Mallen, Pierre de Menthon, and Philippe Rossillon, who have boasted about their efforts to win Quebec away from Canada for France. Bosher criticises the Canadian government for its failure to respond to, or even to recognise, the Gaullist threat. The Under–Secretary of State for External Affairs in the 1960s, Marcel Cadieux, wanted to take vigorous steps against the Gaullist mafia but was overruled by his political superiors. Bosher argues that, even now, by standing up to French aggression the government might weaken the separatist movement in Quebec, or at least turn the tide of political support for it.

Book excerpt: Since the middle of the 20th Century yield design approaches have been identified with the lower and upper bound theorem of limit analysis theory – a theory associated with perfect plasticity. This theory is very restrictive regarding the applicability of yield design approaches, which have been used for centuries for the stability of civil engineering structures. This book presents a theory of yield design within the original “equilibrium/resistance” framework rather than referring to the theories of plasticity or limit analysis; expressing the compatibility between the equilibrium of the considered structure and the resistance of its constituent material through simple mathematical arguments of duality and convex analysis results in a general formulation, which encompasses the many aspects of its implementation to various stability analysis problems. After a historic outline and an introductory example, the general theory is developed for the three-dimensional continuum model in a versatile form based upon simple arguments from the mathematical theory of convexity. It is then straightforwardly transposed to the one-dimensional curvilinear continuum, for the yield design analysis of beams, and the two-dimensional continuum model of plates and thin slabs subjected to bending. Field and laboratory observations of the collapse of mechanical systems are presented along with the defining concept of the multi-parameter loading mode. The compatibility of equilibrium and resistance is first expressed in its primal form, on the basis of the equilibrium equations and the strength domain of the material defined by a convex strength criterion along with the dual approach in the field of potentially safe loads, as is the highlighting of the role implicitly played by the theory of yield design as the fundamental basis of the implementation of the ultimate limit state design (ULSD) philosophy with the explicit introduction of resistance parameters. Book excerpt: Georges Abi-Saab began his writing and teaching at a time when the process of decolonization, and thereafter the quest for emancipation, began to make its far-reaching impact on the international scene, producing significant changes in the international environment, both quantitatively in increasing the number of nation-States and qualitatively in changing patterns of interests and claims. This was bound to result in new pressures on the international legal system itself and in a questioning of the traditional Eurocentric content of international law. In his work and teaching Professor Abi-Saab viewed the dynamics of international law as a function of two driving forces: the emergence of the third world and the sense of injustice. In his view, the first driving force - the emergence of the third world - raised the problem of exclusion: exclusion from participation in the elaboration of international law and the decision-making process, and exclusion as beneficiaries of the resulting rules of international law. At the same time, this new force introduced diversity into the international scene, reflecting the richness of the international community in its different facets. This process remains relevant today, reflecting the contemporary problem of exclusion of new actors as well as their quest for participation. The second driving force - the sense of injustice - posed a teleological problem for him, that of defining community values in order that they capture the different facets of justice, whether formal or distributive. So long as there is no effective organic structure, international law in his view will continue to remain effectiveness-oriented, reflecting rather than impacting on the structures of power. Nevertheless, it is undeniable that there is an on-going process of development of community values and interests; as Georges Abi-Saab wrote with reference to international crimes: 'law, like all social phenomena, is a continuous unfolding, a continuous process of elaboration'. He has also considered that the dynamics of the international legal process itself can be captured from the perspective of international organizations as vehicles for change in the international system. From his early writings, Georges Abi-Saab approached the United Nations Charter as a blueprint - both normative and institutional - for a certain type of international society. International institutions with all their imperfections, continue for him to be the means of realization of the law of cooperation which lies at the heart of his concept of the international system. The themes selected for this volume in honour of Professor Georges Abi-Saab are intended to reflect his unique and pioneering contribution to the field of international law. The contributors are drawn from what he has always considered to be his large 'family' of former students: in his forty years of teaching, Georges Abi-Saab has acted as mentor to generations of students from all over the world who have benefited from his vision, insights, originality and creative and stimulating use of language. The contributors also include colleagues and friends who share a similar vision of the international legal system.
