L'UEM repose sur un ensemble de règles juridiques qui, en fondant et encadrant le choix de politique économique et monétaire, forment l'ordre économique et monétaire de la Communauté européenne. La première partie de l'étude est consacrée à la répartition des compétences et des pouvoirs prévue par le traité en matière de politique économique et monétaire. Si la Communauté est compétente pour mener une politique monétaire, la politique économique demeure nationale, les institutions communautaires étant néanmoins dotées de pouvoirs de discipline budgétaire et de coordination des politiques économiques. L'ordre économique et monétaire est ainsi fondé sur une asymétrie institutionnelle qui le rend difficilement orientable par l'autorité politique. Aussi l'ordre économique et monétaire est-il davantage orienté par des règles matérielles qui font l'objet de la seconde partie de la thèse. D'une part, les règles de discipline monétaire et budgétaire promeuvent la stabilité macroéconomique exigée de facto par le marché. D'autre part, condition existentielle de la troisième phase de l'UEM, les règles de convergence des politiques économiques constituent un instrument permettant à la Communauté d'orienter l'ordre économique et monétaire afin de promouvoir une action macroéconomique européenne en faveur de la croissance et de l'emploi.

Or again, now taking the word “representation” literally, the visual display of grammatical relations, in the form of the first syntactic diagrams. Part II presents case studies which involve wider concerns, of a social nature: the “from below” approach to the history of Chinese Pidgin English underlines the social roles of speakers and the diversity of speech situations, while the scrutiny of Lhomond’s Latin and French textbooks demonstrates the interplay of pedagogical practice, cross-linguistic comparison and descriptive innovation. An overview of early descriptions of Central Australian languages reveals a whole spectrum of humanist to positivist and antihumanist stances during the colonial age. An overarching framework is also at play in the anthropological perspective championed by Meillet, whose socially and culturally oriented semantics is shown to live on in Benveniste. The volume ends with a paper on Trần Đức Thảo, whose work is an original synthesis between phenomenology and Marxist semiology, wielded against the “idealistic” doctrine of Saussure.
