The main issues discussed are the principle features of successful integration of North African immigrants into French and Spanish societies and the causes and symptoms of dysfunctional integration; how a partnership network can be established between the Maghreb diaspora in France and Spain and their parent countries, what the obstacles of such a network are and what can be used to develop it; how emigrants of dual nationality are viewed in their countries of origin and how the process of social reintegration can be assured; if dual nationals can play a role in giving an impetus to economic growth in North African countries and if France and Spain can adopt measures to facilitate this process; the respective roles of government and NGOs and international organizations; and how relevant the lessons are that can be learned from this case study to the relationships between other immigrant populations and their host countries. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare. Castel populates his sociological framework with vivid characterizations of the transient lives of the "disaffiliated": those colorful itinerants whose very existence proved such a threat to the social fabric of early-modern Europe. Not surprisingly, he discovers that the cruel and punitive measures often directed against these marginal figures are deeply implicated in the techniques and institutions of power and social control.The author also treats the flipside of the problem of social assistance: namely, matters of work and wage-labor. Castel brilliantly reveals how the seemingly objective line of demarcation between able-bodied beggars those who are capable of work but who chose not to do so and those who are truly disabled becomes stretched in modernity to make room for the category of the "working poor." Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.
