De ce ce qui précède, la présente étude a mené une démarche méthodologique de la recherche par tous les moyens scientifiques pour identifier les causes et par voie de conséquence proposer les pistes de solution quant à ce.

Faut-il insister sur l'intégration économique à l'instar des pays européens ou prévaloir la défense et la sécurité ? Les menaces multiformes lorgnent cette partie de l'Afrique. L'intégration économique, qui est la mission première de la CEEAC, est phagocytée par la sécurité. Cette intégration économique peut - elle devenir globale dans un espace où des États membres font face à des conflits violents ? Ces conflits récurrents, ont aussi créés des zones grises, appelées communément triangles de la mort, et dans lesquelles agissent des différents groupes armés et autres bandes criminelles difficiles à éradiquer définitivement. L'apport des certains acteurs (États et OIG) internes et externes est indispensable pour la stabilité et le développement de cette région. Aussi, la dispersion des efforts des États membre dans plusieurs autres organisations régionales freine l'élan de la CEEAC et hypothèque énormément la réalisation de ses objectifs. Il est ainsi difficile, qu'elle puisse assurer ses missions faute des moyens humains, financiers et matériels. En termes d'intégration, la CEMAC est plus avancée. N'est-il pas nécessaire de la prendre comme exemple à suivre ? La fusion entre ces deux institutions n'est-elle pas vitale ? La sécurité sociétale doit faire l'objet d'une attention particulière. Les États leaders ou acteurs de la région, les pays donateurs et les partenaires techniques, stratégiques et financiers doivent continuer leurs contributions dans tous les domaines pour booster cette intégration économique et sécuritaire. CHANANE ISSAKA ACHEIK est un Officier de l'Armée Nationale Tchadienne (ANT), Monsieur Chanane Issaka ACHEIK a occupé plusieurs postes dans l'hiérarchie de l'Armée tchadienne. Son dernier poste fut chef du Premier Bureau à l'Etat major Général des Armées ( B1/EMGA ). Il fut également de 2008 à 2013 Commandant Central du Détachement Intégré de Sécurité (DIS), chargé de la sécurité des Réfugiés et des Humanitaires, partenaire de la mission multidimensionnelle, la MINURCAT ( Mission des Nations Unies pour la RCA et le Tchad); ainsi que Conseiller Militaire et Sécurité du Secrétaire Général de la CEEAC de Mai 2015 à Mai 2018. Il est titulaire d'un master en études stratégiques et diplomatie.

Elle souffre d’une concurrence de sens avec la Communauté Économique et Monétaire de l’Afrique centrale (CEMAC) et d’un désintérêt en ce qui concerne les questions de sa sécurité. Si les politiques ont impulsé le mouvement, les citoyens ne suivent pas généralement. Certainement parce que les esprits sont restés enfermés dans des logiques de la guerre froide pour lesquelles tout ce qui relevait de la défense et de la sécurité était recouvert du sceau du secret. Aujourd’hui, les évolutions d’après-guerre-froide permettent de libérer la pensée, même dans ces matières, car elles concernent ces populations au premier plan. Il ne s’agit pas d’une étude théorique sur la question de la sécurité, mais plutôt d’un travail d’expert qui, pour avoir travaillé au sein du Secrétariat général de la CEEAC de longues années durant, comprend un peu mieux les arcanes de cette architecture collective de sécurité. Il en expose la vision et fait comprendre le fonctionnement de l’organisation dans le domaine de la paix et la sécurité. La récente réforme de la CEEAC confirme les conclusions auxquelles aboutit cette réflexion sur le fond des préoccupations de son fonctionnement. Il faut faire connaître la CEEAC dans les milieux des professionnels de la sécurité, des enseignants et des étudiants et de toutes personnes intéressées et dont la curiosité et les recherches vont dans ce sens sur l’Afrique centrale.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram.
