Aujourd'hui l'immigration coute cher (plus de 20 milliards EUR), soit pres de 1 % du PIB, mais nous devons admettre qu'il ne peut en etre autrement car il faut, en moyenne, trois generations pour que l'integration se realise, comme ce fut le cas pour les Irlandais ou les Italiens aux Etats-Unis. Surtout, une politique d'immigration ne peut etre definie qu'en maximisant l'efficacite pour le trio compose des immigrants, du pays source et du pays d'accueil. Or il faut bien admettre que l'on assiste a un brain drain et a une augmentation des deficits (deja consequents) de notre Etat-providence. Nous n'aidons plus suffisamment les exclus de la mondialisation et il n'est meme pas evident que l'immigre y trouve son compte ! L'historiette, vecue, d'Adama (en preface) devrait alerter les candidats a l'immigration, car on ne revient pas au village les mains vides ! Nombre d'economistes privilegient l'APD (Aide au pays en developpement) ou les IDE (Investissements directs etrangers) ou souhaitent une immigration plus diversifiee. En France, un double danger nous menace: 56 % des musulmans (5 millions de personnes) considerent que les preceptes de la loi ne peuvent prevaloir devant ceux de leur religion et nombre de jeunes immigres, nes en France, pensent que leur origine ethnique est essentielle et qu'ils vivraient mieux dans leur pays d'origine (qu'ils ne connaissent pas !). La France a privilegie depuis 40 ans une immigration peu diversifiee et nous avons echoue dans leur integration. Il est l'heure de revoir nos certitudes et de changer de paradigme... Georges Van Heuven a d'abord enseigne pendant 20 ans l'economie axee sur les statistiques et l'econometrie, avant de silloner le monde pendant 40 ans (principalement en Afrique) et y acquerir une experience pratique du developpement des pays-tiers. Travaillant pour des consultants internationaux et avec divers bailleurs de Fonds (Union Europeenne, Banque Mondiale, BAD, FMI, ONUDI, ...), il veut recentrer le probleme de l'immigration dans un cadre plus general. Cette approche holistique depasse donc le cadre national pour se placer dans le cadre de la Strategie de Dakar car elle implique l'Europe comme les pays-tiers. L'objectif de cet essai est simple (en theorie !): reconcillier la bipolarisation du pays, le vivre ensemble, avec une minorite qui fantasme et craint le grand remplacement ethnique ou religieux et l'autre minorite qui affirme beatement que l'immigration est une chance, sans jamais en preciser les avantages. Avec une precision mathematique, afin de traquer les prejuges, Georges Van Heuven analyse les faits et, surtout, les couts budgetaires directs et intertemporels. Les resultats sont surprenants et des solutions factuelles sont proposees pour ameliorer l'integration des immigres legaux et permettre la traque des clandestins, qui abusent de notre hospitalite.
