At one level, this is merely a rhetorical device to make globalization more palatable to citizens and prove that policy-makers are still firmly in control of their country’s fate. This volume argues that the advocacy of managed globalization goes beyond rhetoric and actually has been a primary driver of major European Union (EU) policies in the past twenty years. The EU has indeed tried to manage globalization through the use of five major mechanisms: 1) expanding policy scope 2) exercising regulatory influence 3) empowering international institutions 4) enlarging the territorial sphere of EU influence, and 5) redistributing the costs of globalization. These mechanisms are neither entirely novel, nor are they always effective but they provide the contours of an approach to globalization that is neither ad hoc deregulation, nor old-style economic protectionism. The recent financial crisis may have seemed initially to vindicate the European efforts to manage globalization, but it also represented the limits of such efforts without the full participation of the US and China. The EU cannot rig the game of globalization, but it can try to provide predictability, oversight, and regularity with rules that accommodate European interests. This book was based on a special issue of Journal of European Public Policy.

On the one hand, ‘the market’ is presented as that to which EU member states must collectively respond. It is the very purpose of a post-national government and that which dictates individual and collective identities. The expansion of market is that which guarantees and constitutes peace in Europe. On the other hand, ‘the market’ is that which government must seek to tame. It is the servant of government and ought not be permitted to undermine collective identities and solidarities associated with the juridical imaginary of social contract and sovereign nation-state. It is, from this perspective, the expansion of the social institutions of nation-state into the post-national arena that will constitute a lasting peace in Europe. Cosmopolitan Government in Europe uses a Foucauldian lens to consider the ethics of the scholarly and institutional discourses associated with these apparently divergent market and legal cosmopolitan visions of Europe. It reflects on attempts to reconcile or move beyond these discourses, particularly through the invocation of more pluralist modes of governance, but claims that such moves have been largely unsuccessful in both practice and theory. It argues that the very ambiguity in the relationship between the ideal subjects that these market and legal visions promote – respectively, post-national ‘entrepreneur’ and ‘citizen’ – is that which permits a space for resistance and politics. Thus, the book argues for a pragmatic politics which is cognizant of the violent potential inherent in any cosmopolitan attempt to govern Europe, while recognising the contemporary dangers associated with the dominance of a market cosmopolitan Europe. This work is an important and timely intervention in contemporary debates about democratic Europe and its shortcomings and will be of great interest to scholars of international political theory, European studies and international political economy.

The volume is divided into two parts: PART 1: Governance and the Knowledge Economy, focuses on how the discourses of a Knowledge Economy and Lifelong Learning, and an emerging functional and scalar division of the labour of educational governance became central to the development of a European Education Space. Contributors emphasise the role of the European Commission, and especially the Lisbon agenda, in this process, and considers the role of the Open Method of Coordination and the Bologna Process in the construction of the EES. A key theme linking Europeanisation to globalisation is the prominence of the discourse of competitiveness, and the role allocated to education in enhancing Europe’s ability to compete with the United States and Japan. PART TWO: Citizenship, Identity and Language, looks at the emergence of a new social model for Europe, this time from the point of view of how it relates the development of individual capacities and citizenship, and the role of intellectuals in this process. A second major theme is the place, role and choice of languages and at the impact of pressures from globalisation and Europeanisation, and national and sub-national levels, on language choice and teaching, taking into account both ‘World Englishes’ and Language Europe. Finally, globalisation becomes the central issue in an analysis of its different relationships with ‘northern’ (of which European education policy is taken as the example) and ‘southern’ paradigms of educational development.
