L’idée s’est en effet répandue au cours des années quatre-vingt que les PME avaient révélé un grand dynamisme en matière de création d’emploi. La plupart des données statistiques vont dans cette direction, l’expérience maintes fois citée des États-Unis semblant renforcer le caractère affirmatif de la réponse. Mais la réalité apparaît plus complexe si l’on s’interroge sur la longévité ou la qualité des emplois ainsi créés, et certains spécialistes se demandent si l’on n’est pas en présence d’un simple balancement entre le comportement d’emploi défavorable des grandes entreprises et celui plus favorable des PME. Les communications réunies dans cet ouvrage retracent ces débats et leur spécification en France, en Belgique, en Italie, au Japon, aux Pays-Bas, en RFA, au Royaume-Uni et aux États-Unis. Mettant toutes en évidence les contributions que les PME pourraient apporter à la résorption du chômage, ces communications prolongent la discussion au niveau de la politique économique. Les problèmes des fonds propres, des effets de seuil ou des comportements bancaires y sont alors avancés comme principaux freins au dynamisme des PME et comme enjeux pour une nouvelle politique économique.
