Book excerpt: This book arises from a 2011 international conference entitled Climate Change, Agri-Food, Fisheries and Ecosystems: Reinventing Research, Innovation, and Policy Agendas for an Environmentally and Socially-Balanced Growth (ICCAFFE2011), organized by the North-South Center for Social Sciences (NRCS) in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany and the Institute for Research and Development (IRD), France. Coverage focuses on the agricultural sector and helps improve understanding of the relationships between agriculture and the environment and between human communities and nature, so as to sustainably manage agricultural development. The contributors analyze the interdependence between sustainable agricultural development and environmental, economic and social dynamics; assess the impacts of soil degradation on agricultural productivity; present ways to enhance livestock production and recommend mechanisms for managing links between agro-biodiversity, climate change and livelihoods. Part I examines sustainable agriculture development and environmental, economic and social dynamics, addressing topics such as global climate change, agriculture and challenges including socio-economic factors, adaptation, poverty reduction and water management. Part II covers the impacts of soil degradation on agricultural productivity and discusses the use of expert systems to assess and manage degraded lands, agricultural productivity, land suitability and rehabilitation. Part III focuses on livestock production enhancements, such as feed resources and supplemental feeds for animals and capacity building for women in dairy management. Part IV shares the outcomes of research in agro-biodiversity, climate change and livelihoods, addressing topics such as co-management of forests, carbon consumption models, biodiversity conservation and carbon sequestration and scarce mangrove forests. Current environmental and agro-ecological research focuses on understanding the cause-consequence relationships between specific agricultural practices and land use and the responses at different levels of ecosystems. This book is intended to contribute to this discussion.

Book excerpt: Sustainable agrocolture and food security are of particular concern for the countries of the Middle East and North Africa (MENA) region, and represent one of the biggest challenges facing the area. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

The book is based largely on the results of the research project 'Co-operative Agreements in Agriculture as an Instrument to Improve the Economic Efficiency and Economic Effectiveness of the European Water Policy', which was supplemented for specific issues by key experts. The research was partly funded by the European Commission under the Specific RTD Programme in the Field of Environment and Climate (Contract No. ENV4-CT98-0782) and partly by the Ministry of Agriculture, Nature Management and Fisheries in the Netherlands, the Environment Agency in England and Wales, the UK Ministry of Agriculture, Fisheries and Food, and the Government of the German Bundesland North Rhine Westphalia. Conservation and better management of this invisible resource should be a key ingredient of sustainable water policies. Agriculture is an important user of groundwater not only in terms of abstractions, but also in terms of generation and release of pollutants. Agricultural policies, traditionally directed towards other objectives, are beginning to pay more attention to environmental considerations. However more effective initiatives are required to reduce the pressure upon groundwater resources and to achieve a better integration between agricultural and environmental policies. This book has been developed from three workshops held as part of the EU Concerted Action SAGA, "Sustainable Agricultural Use of Aquifers in Southern Europe: Integration between Agricultural and Water Management Policies" (FAIR5-CT97-3673). The Concerted Action and the workshops brought together researchers working in different but complementary fields, in order to get a picture of the state-of-the art about interlinkages between agriculture and groundwater, as well a critical review of alternative regulatory approaches and policy instruments aimed at improving groundwater management.

However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.
