Policymakers must decide not only where to locate often unwanted projects but also what methods to use when interacting with opposition groups. In Site Fights, Daniel P. Aldrich gathers quantitative evidence from close to five hundred municipalities across Japan to show that planners deliberately seek out acquiescent and unorganized communities for such facilities in order to minimize conflict. When protests arise over nuclear power plants, dams, and airports, agencies regularly rely on the coercive powers of the modern state, such as land expropriation and police repression. Only under pressure from civil society do policymakers move toward financial incentives and public relations campaigns. Through fieldwork and interviews with bureaucrats and activists, Aldrich illustrates these dynamics with case studies from Japan, France, and the United States. The incidents highlighted in Site Fights stress the importance of developing engaged civil society even in the absence of crisis, thereby making communities both less attractive to planners of controversial projects and more effective at resisting future threats.

Book excerpt: Energy autonomy is an emerging concept that is, as yet, poorly identified in France. It can mean taking ownership of certain issues related to energy, its production, or, indeed, becoming self-sufficient, and it can apply equally to individuals, communities and buildings. While there are numerous new developments – renewable energies, smart grids and self-consumption – it is becoming difficult to know what this idea of “autonomy” covers, just as it is difficult to define “independence” and “self-sufficiency”, which are often associated with it. However, these three concepts are key to thinking about the energy system and deciding its future. Covering distinct ideas, they are often reduced to economic and productive factors. This ambiguity in their meanings is responsible for the misunderstandings, delusions and obstacles that hamper the implementation of the energy transition. This book deconstructs the common idea of autonomy in favor of a set of more operational concepts. It demonstrates that these ideas are not interchangeable but rather represent practical and constructive tools for action. The world of energy is changing, and therefore we must rethink energy autonomy.

The symposium provided a forum for evaluating the future of gas in the energy requirements of Europe and North America — the region encompassed by the Economic Commission for Europe (ECE), with emphasis on natural gas markets, consumption, and imports and exports. Comprised of 34 chapters, this book begins with an overview of the production of natural gas and other gases that exist within the ECE region or can be imported, followed by a discussion on possible sources of natural gas for France and the ECE area in 1990. Subsequent chapters focus on energy from liquefied natural gas; chances for alternative fuels in the gas industry; gas supplies in the United States; and high depth underground coal gasification as a potential energy source for the future. The economic aspects of gas gathering in the North Sea and gas consumption in Czechoslovakia up to 1990 are also examined, along with the use of natural gas for the production of olefins in Western Europe. This monograph will be of interest to economists and energy policymakers.
