Eloisa Betti’s monograph convincingly demonstrates on the example of Italy that even in the post-war phase of Keynesian stability and welfare state, precarious labor was an underlying feature of economic development. She examines how in this short period exceptional politics of labor stability prevailed. The volume then presents the processes whereby labor precarity regained momentum— under the name of flexibility— in the post-Fordist phase from the early 1980s, taking on new forms in the Craxi and Berlusconi eras. Multiple actors are addressed in the analysis. The book gives voice to intellectuals, scholars, politicians and trade unionists as they have framed the concept and debates on precarious work from the 1950s onwards. Views of labor law experts, politicians and public servants are investigated in regard to labor regulations. Positions of the very precarians are explored, ranging from rural women, industrial homeworkers and blue-collar workers to physicians, university researchers and trainees, unveiling the emergence of anti-precarity social movements. The continuous role of women’s associations and feminist groups in opposing labor precarity since the 1950s is prominently exposed.

It analyses how local Italian enforcement actors promote the protection of workers in Prato – a city that in recent decades has seen a significant influx of Chinese migrants who run small workshops as part of the local clothing industry. Many of the Chinese firms in Prato fail to live up to core labour standards, such as maximum working hours, health and safety at work and payment of social security contributions. The book analyses the strategies and practices employed by three local enforcement actors (labour inspectors, labour unionists and a new type of labour law consultant) in their efforts to assist Chinese firms in improving their level of labour law compliance. Combining documentary, interview and observational data, the book applies theories of legal culture and legal development to address the interaction between law and society. It focuses on the operational aspects of law by asking three interrelated research questions: How do local enforcement actors promote the protection of workers in Chinese firms in Prato? Which tools are employed, and which rationalities drive the initiatives? The book thereby sheds light upon processes of legal cultural adaptation, informing ongoing international and national debates about what can actually be done to combat contemporary gaps in the protection of workers.

Focusing on the crisis and reform of higher education in Italy, The University as a Settlement Principle investigates how university design became a lens for architects to interpret a complex historical moment that was marked by the construction of an unprecedented number of new campuses worldwide. Book excerpt: This is the first in-depth study of the feminist movement that swept Italy during the "long 1970s" (1968-1983), and one of the first to use a combination of oral history interviews and newly-released archive sources to analyze the origins, themes, practices and impacts of "second-wave" feminism. While detailing the local and national contexts in which the movement operated, it sees this movement as transnationally connected. Emerging in a society that was both characterized by traditional gender roles, and a microcosm of radical political projects in the wake of 1968, the feminist movement was able to transform the lives of thousands of women, shape gender identities and roles, and provoke political and legislative change. More strongly mass-based and socially diverse than its counterparts in other Western countries at the time, its agenda encompassed questions of work, unpaid care-work, sexuality, health, reproductive rights, sexual violence, social justice, and self-expression. The case studies detailing feminist politics in three cities (Turin, Naples, and Rome) are framed in a wider analysis of the movement’s emergence, its transnational links and local specificities, and its practices and discourses. The book concludes on a series of hypotheses regarding the movement’s longer-term impacts and trajectories, taking it up to the Berlusconi era and the present day.

Because of the need for greater involvement of workers in changing production systems, as well as frustration with existing structures of workplace regulation, the search has begun for new ways of providing a voice for workers outside the traditional collective bargaining relationship. Works councils—institutionalized bodies for representative communication between an employer and employees in a single workplace—are rare in the Anglo-American world, but are well-established in other industrialized countries. The contributors to this volume survey the history, structure, and functions of works councils in the Netherlands, Germany, France, Spain, Sweden, Italy, Poland, Canada, and the United States. Special attention is paid to the relations between works councils and unions and collective bargaining, works councils and management, and the role and interest of governments in works councils. On the basis of extensive comparative data from other Western countries, the book demonstrates powerfully that well-designed works councils may be more effective than labor unions at solving management-labor problems.
