Dans le même temps, cette démarche peut soutenir non seulement l'objectif à court terme de reprise économique postpandémique des pays, mais aussi leur vision d'une transformation économique assortie d’une croissance plus inclusive. Cependant, ces résultats ne seront pas automatiques. La disponibilité de l'internet mobile a augmenté sur l’ensemble du continent ces dernières années, mais l'écart d'utilisation est le plus élevé au monde. Les zones disposant d'au moins un service internet mobile 3G couvrent désormais 84 % en moyenne de la population des pays d'Afrique subsaharienne, mais seulement 22 % utilisent ces services. Et l'entreprise africaine moyenne accuse un certain retard en matière d'utilisation de smartphones et d’ordinateurs, ainsi que de technologies numériques plus sophistiquées qui contribuent à obtenir de nouveaux gains de productivité. Deux problèmes expliquent cet écart d'utilisation : l'absence d'abordabilité de ces nouvelles technologies et la de les utiliser. Pour les 40 % d'Africains qui vivent en dessous du seuil de pauvreté extrême, les forfaits de données mobiles coûteraient à eux seuls un tiers de leurs revenus, en plus du prix des appareils d'accès, des applications et de l'électricité. Les forfaits de données pour les petites et moyennes entreprises sont également plus chers que dans d'autres régions. De plus, la qualité des services internet †“ de même que la fourniture d'applications attrayantes et adaptées aux compétences qui favorisent l'entrepreneuriat et augmentent les revenus †“ présente des lacunes qui freinent la volonté des entreprises et populations de les utiliser. Pour les pays qui utilisent déjà ces technologies, les retombées du développement sont importantes. De nouvelles études empiriques réalisées pour le présent rapport s'ajoutent aux données sans cesse croissantes qui démontrent que la disponibilité de l'internet mobile augmente directement la productivité des entreprises, accroît le nombre des emplois, et réduit la pauvreté à travers l'Afrique. Pour que ces bénéfices ainsi que d'autres avantages se concrétisent plus largement, les pays africains doivent mettre en oeuvre des politiques complémentaires et synergiques afin de renforcer à la fois la capacité de payer des consommateurs et leur volonté d'utiliser les technologies numériques. Ces interventions doivent accorder la priorité à une utilisation productive en vue de générer un grand nombre d'emplois inclusifs dans une région sur le point de bénéficier d'une main-d'oeuvre massive et jeune, laquelle est appelée à devenir la plus importante du monde d'ici la fin du siècle.

Book excerpt: This book sheds light on a neglected aspect of India's Cold War diplomacy, starting with the role of Indian Prime Minister Jawaharlal Nehru and his Congress government in organizing the first Asian-African Conference in Bandung in April 1955. Andrea Benvenuti shows how, in the early Cold War, Nehru seized the opportunity accorded by the conference to transcend growing international tensions and pursue an alternative vision: a neutralized Asian "area of peace," underpinned by a code of conduct based on the five principles of peaceful coexistence. Relying on Indian, Western and Chinese archival sources, Nehru's Bandung focuses on the policy concerns and calculations, as well as the international factors, that drove a skeptical Nehru to support Indonesia's diplomatic push for such a gathering. It reveals how, in Nehru's estimation, Bandung also served a further important purpose--securing China's commitment to peaceful coexistence, without which stability in Asia would be illusory. Nehru's support for an Asian-African conference did not derive from an emotional commitment to Afro-Asian internationalism. Instead, it stemmed from a desire to promote a 'third way' in an increasingly polarized world, and to forge a stable regional order--one that would enhance India's external security and domestic prosperity.

La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

Much of this architecture, and the history of who built it and how, has been overlooked. The Architecture of Empire considers the large-scale public architecture associated with French imperialism in seventeenth- and eighteenth-century India, Siam, and Vietnam, and nineteenth- and twentieth-century Indochina, the largest colony France ever administered in Asia. Offering a sweeping panorama of the buildings of France’s colonial project, this is the first study to encompass the architecture of both the ancien régime and modern empires, from the founding of the French trading company in the seventeenth century to the independence and nationalist movements of the mid-twentieth century. Gauvin Bailey places particular emphasis on the human factor: the people who commissioned, built, and lived in these buildings. Almost all of these architects, both Europeans and non-Europeans, have remained unknown beyond – at best – their surnames. Through extensive archival research, this book reconstructs their lives, providing vital background for the buildings themselves. Much more than in the French empire of the Western Hemisphere, the buildings in this book adapt to indigenous styles, regardless of whether they were designed and built by European or non-European architects. Book excerpt: In A Displaced Nation, Phi-Van Nguyen argues that the displacement of eighty thousand mostly Roman Catholic evacuees from North Vietnam in 1954 had a profound impact on the war opposing Saigon on both Hanoi and on the evacuees themselves. Assisting with the transportation, emergency relief, and resettlement of the evacuees allowed diverse organizations and the United States to support Saigon. This transnational mobilization also convinced the evacuees the "free world" would never let Vietnam remain divided. Many people see the Vietnam wars spanning from 1945 to 1989 as separate conflicts. But Nguyen demonstrates that the evacuees experienced a continuous civil war. A Displaced Nation shows the evacuees felt so validated by transnational support that they thought they could use this external help to return one day to the north. This belief was not constant nor were the strategies to achieve it the same for all, but through their political activism and action the evacuees showed they were willing to seize any opportunity to oppose Hanoi during the subsequent decades, even once established overseas.

The book also underlines how Indonesia’s knowledge production and academic deficiencies negatively impact its foreign policy capabilities, notably as a potential robust alternative partner for Africa.
