It does so by exploring the daily dilemmas faced by a range of actors, including policy makers, aid workers, the private sector and the beneficiaries of aid and by challenging common perceptions regarding humanitarian crisis and the policies put in place to address these. Through such explorations, it provides practitioners and scholars with the knowledge needed to both understand and improve upon current forms of humanitarian action. The Companion will be of use to those interested a range of humanitarian programmes ranging from emergency medical assistance, military interventions, managing refugee flows and the implementation of international humanitarian law. As opposed to addressing specific programmes, it will explore five themes seen as relevant to understanding and engaging in all modes of humanitarian action. The first section explores varying interpretations of humanitarianism, including critical historical and political-economic explanations as well as more practice based explorations focused on notions needs assessments and evaluation. Following this, readers will be exposed to the latest debates on a range of humanitarian principles including neutrality and sovereignty, before exploring the key issues faced by the main actors involved in humanitarian crisis (from international NGOs to local community based organizations). The final two sections address what are seen as key dilemmas in regards to humanitarian action and emerging trends in the humanitarian system, including the increasing role of social media in responding to crises. Whilst not a ‘how to guide’, the Companion contains many practical insights for policy makers and aid workers, whilst also offering analytical insights for students of humanitarian action. Indeed, throughout the book, readers will come to the realization that understanding and improving humanitarian action simultaneously requires both active critical reflection and an acceptance of the urgency and timeliness of action that is required for humanitarian assistance to have an impact on vital human needs. Exploring a sector that is far from homogenous, both practitioners and scholars alike will find the contributions of this book offers them a deeper understanding of the motivations and mechanics of current interventions, but also insight into current changes and progress occurring in the field of humanitarian practice.

Canada was intensively involved from 1992 to 2000 in peacebuilding as a mediator in the multilateral part of the MEPP, as chair of the Refugee Working Group, and sponsor of Track II negotiations. This all changed after a significant mid-2000s discursive and policy shift when Canada withdrew from the politics of Israel-Palestine peacebuilding and took a strong partisan stance in favour of Israel. Through 10 chapters by current and former government insiders and academics with extensive field experience, this unique edited volume offers insight into decades of evolution in Canadian policy toward the Palestinians, MEPP and the Middle East. It arrives at an important time when the international community is reconsidering how it views Israel’s entrenched occupation of the Palestinians, after three failed decades of United States-led efforts to find peace through a negotiated two-state model. Today, peace may never have appeared further away after the Trump Administration adopted policies directly contradictory to the MEPP. This proved a test to Canada’s own official policy toward Israel and Palestine, its longest running and most important region of engagement in the Middle East. The chapters were originally published as a special issue of the Canadian Foreign Policy Journal, guest edited by Jeremy Wildeman and Emma Swan.

Partant de ce constat, le livre se divise en trois parties. La première examine les événements récents en fonction du point de vue des acteurs humanitaires canadiens (gouvernement fédéral, ONGs, Mission canadienne à l'ONU) et des concepts et mutations qui en découlent pour ces acteurs et leurs bénéficiaires, puis s'intéresse au futur possible de l'action humanitaire dans le domaine pratique, légal et politique. La deuxième partie présente ces acteurs humanitaires, de l'Agence canadienne pour le développement international à la Croix Rouge canadienne. Les différents participants de la cause humanitaire sont ainsi évalués en fonction de leurs actions à l'extérieur (ouragan Mitch, Zaïre...) ou à intérieur (les réfugiés au Canada, la « crise du verglas » au Québec en 1998). Available in PDF, EPUB and Kindle. Book excerpt: For over sixty years, conflict between state forces and armed ethnic groups was ongoing in parts of the borderlands of Burma. Ethnic minority communities were subjected to systematic and widespread abuses by an increasingly complex patchwork of armed state and non-state actors. Populations in more remote and disputed border areas typically had little to no access to even basic healthcare and education services. As part of its counter-insurgency campaign, the military state also historically restricted international humanitarian access to civilian populations in unstable border areas. It was in this context that "cross-border aid" to Burma had developed, as an alternative mechanism for channelling assistance to populations denied aid through more conventional systems. Yet by the late 2000s, national and international changes had significant impacts on an aid debate, which had important political and ethical implications. Through an ethnographic study of a cross-border aid organisation working on the Thailand-Burma border, this book focuses on the political and ethical dilemmas of "humanitarian government". It explores the ways in which aid systems come to be defined as legitimate or illegitimate, humanitarian or "un-humanitarian", in an international context that has witnessed the multiplication of often-conflicting humanitarian systems and models. It examines how an "embodied history" of violence can shape the worldviews and actions of local humanitarian actors, as well as institutions created to mitigate human suffering. It goes on to look at the complex and often-invisible webs of local organisations, international NGOs, donors, armed groups and other actors, which can develop in a cross-border and extra-legal context – a context where competing constructions of systems as legitimate or illegitimate are highlighted. Exploring the history of humanitarianism from the local aid perspective of Burma, this book will be of interest to students and scholars of Southeast Asian Studies, Anthropology of Humanitarian Aid and Development Studies.
