Book excerpt: Koreas cross border capital flows have tended to respond negatively in global risk-off episodes, resulting in volatility in the foreign exchange market and occasional policy responses in the form of foreign exchange interventions. We study the relationship between Korean capital flows and global volatility up to 2018. The response of capital flows during risk-off episodes have become more muted over time, and occasional safe-haven type flows into Korean bond markets have helped counterbalance the tendency for portfolio investors to leave. We describe these changing patterns and relate them to shifts in Korea’s domestic investor base. We discuss whether they reflect a sustained shift in the sensitivity of Koreas capital flow pressures to global risk-off episodes, and implications for monetary and exchange rate policies.

Book excerpt: The so-called miraculous economic development in the southern half of the Korean peninsula has transformed from basically an agrarian economy to that of a major industrial power in a very short time period, and it is now considered one of a dozen or so of industrialized countries in the world. However, there has been little careful analysis, especially by Western scholars, of the heritage of the Korean economy in the traditional and transitional periods from which it launched into a modern phenomenal economic success. One of the major weaknesses of a few studies abroad evaluating the Korean economy between 1876 and 1945 often has been the one-sidedness. The time has come to assess and reassess Korea's heritage of economic transformation fairly and objectively with an open mind by a Korean scholar who has been educated and held his professional career abroad. This book is a study of transformation of the Korean economy from the time of the opening of the hermit kingdom in 1876 to the end of Japanese rule in 1945, focusing on capital formation, economic growth, and structural changes. During the 70-year period, the country under siege of foreign powers transformed from a static, and agrarian economy to a semi-industrial one that has evolved in three distinct stages of economic transformation, namely, the traditional economy before the opening of the country to the outside world, the transitional economy between 1876 and 1904, and the colonial economy under Japanese rule during 1905-45. The approach in this study is more behavioral and analytical (without being mathematical, statistical, or technical, but with supporting quantitative data) than historical. Although narratives of Korean economic history before 1945 are scarce in English, an effort is being made in this study to devote as much space as possible to the analysis of the economy based upon available data with minimal historical description. This study reveals a number of significant, though perhaps not all unique, patterns and characteristics of capital formation and economic transformation of Korea. The combination of circumstances, approaches, and experiences in the country was in many respects unique in comparison with many developing and developed countries, particularly among many Asian countries, e.g., Japan and China.

It shows how Korea adopted a highly successful interventionist strategy towards foreign direct investment channeling it into areas of the economy where it could achieve the most benefit for the country’s economic development. In recent years Korea has tried to adopt a more market driven approach. However, differences within various institutions within the public and private sector led to policy confusion and ineffectiveness in meeting policy goals. The conclusion reached is that moving from an interventionist strategy to a market orientated strategy is difficult in this policy area. The book breaks new ground because it shows that while the conventional wisdom is that a 'market economy' approach is beneficial, moving from an interventionist policy to a market-orientated one is problematic and cannot be accomplished quickly.

Book excerpt: The purpose of this paper is to reaffirm certain notions that have provided the foundations of development economics, but which now are coming increasingly under attack: that growth in such pacesetters as the Republic of Korea, Japan and Brazil has principally arisen from capital accumulation; and that investment during the important initial phase of their industrialization was often only distantly related to market forces. The discussion is opened with a brief description of the turmoil sweeping economics and specifically, development economics. Drawing upon this, the paper discusses models derived from the neoclassical paradigm, and compares and contrasts this paradigm of development with the experience of Latin American countries and Japan. In this context, the paper moves to two more eclectic models which are very much in the spirit of development economics. One is the so-called bureaucratic authoritarian model, and the other, a model of Japanese development. In the final section, the study narrows our focus to Korea and show how these models can illuminate Korea's investment policies during the sixties and the seventies. The paper concludes that a simple neoclassical paradigm is not sufficient to explain Korea's successful economic development.

This book is a study of development of the South Korean economy from the time of the cessation of the Korean War to date, based on available data with minimal historical description, focusing on investment, the sources and means of capital formation, which is one of the most critical factors that contributed to economic development, and the government role of in them for economic growth and structural changes. The approach in this study is more analytical (without being mathematical, statistical, or technical, but with supporting quantitative data) than historical.There are a number of studies on some aspects of capital formation and economic development in short articles, but there is no comprehensive study/analysis/book of capital formation and economic development of South Korea since the Korean War, other than this authors comprehensive study of capital formation and economic transformation of Korea before 1945 (1876-1945). Not only this book fills the void of study of the subject after the Korean War but it also complement my first volume.This study reveals a number of significant, though perhaps not all unique, patterns and characteristics of capital formation and economic development of South Korea. The combination of circumstances, approaches, and experiences in the country was in many respects unique in comparison to many developing and developed countries, including many Asian countries, such as Japan and China.
