Book excerpt: Against the backdrop of China’s mounting influence and North Korea’s growing nuclear capability and expanding missile arsenal, South Korea faces a set of strategic choices that will shape its economic prospects and national security. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

Book excerpt: This book contends that the long history of America’s interaction with Korea started with the signing of the Treaty of Peace, Amity, Commerce, and Navigation in 1882, and with the establishment of the Seward-Shufeldt Line. William Seward and Robert Shufeldt shared the same vision of achieving their American goal by opening Korea and extending the Seward-Shufeldt Line from Alaska to link it with the Philippines and the Samoan Islands, thus completing a perfect perimeter for the American era of the Pacific and for its dominance in the Asian market. Initiating diplomatic and trading relations with Korea was Commodore Shufeldt’s finishing touch on the plan for achieving American hegemony in the coming 20th century. In turn, the decline of Chinese sphere of influence over the Korean Peninsula and the fall of Russian power in the region, with the consequential rise of Japanese power there, which led to a change from the SS Line to the Roosevelts’ Theodore-Franklin Line, the colonization of Korea, the division of Korea, the Korean War, and has brought America back nearly full circle to that first encounter in Pyeongyang; the regrettable General Sherman Incident in 1866. This book argues that the United States must uphold its early commitment to peace and amity by now normalizing relations with North Korea in order to bring closure to the “Korean Question.”

Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Pyongyang is the country’s capital and largest city. To the north and northwest, the country is bordered by China and by Russia along the Amnok and Tumen rivers; it is bordered to the south by South Korea, with the heavily fortified Korean Demilitarized Zone separating the two. Nevertheless, North Korea, like its southern counterpart, claims to be the legitimate government of the entire peninsula and adjacent islands. Both North Korea and South Korea became members of the UN in 1991. Applying the role theoretical approach to North Korea for the first time, this book charts the continuities and changes in North Korean foreign policy, drawing on content analysis of North Korean periodicals. It begins with an identification of roles, before analysing the relationship between these roles and foreign policy in practice. In particular, it examines the links between role shifts and changes in interaction with the U.S. and South Korea. This book also demonstrates that the existence of pressure, sanctions and confrontations have contributed to a confrontational, isolationist and inward-looking foreign policy. Therefore, it argues, one should be aware that if the DPRK is constantly treated as if it is a nuclear state – and even a rogue state – it is much easier for it to enact a role on the international stage which reflects this. As a study of the foreign policy of the world’s most controversial and secretive country, this book will be invaluable to students and scholars of Korean politics and international relations, as well as Asian Studies more generally.

Book excerpt: The division of Korea in August 1945 was one of the most consequential foreign policy decisions of the twentieth century. Despite the enormous impact this split has had on international relations from the Cold War to the present, comparatively little has been done to explain the decision. In Foreign Friends: Syngman Rhee, American Exceptionalism, and the Division of Korea, author David P. Fields argues that the division resulted not from a snap decision made by US military officers at the end of World War II but from a forty-year lobbying campaign spearheaded by Korean nationalist Syngman Rhee. Educated in an American missionary school in Seoul, Rhee understood the importance of exceptionalism in American society. Alleging that the US turned its back on the most rapidly Christianizing nation in the world when it acquiesced to Japan's annexation of Korea in 1905, Rhee constructed a coalition of American supporters to pressure policymakers to right these historical wrongs by supporting Korea's independence. Following the attack on Pearl Harbor, Rhee and his Korean supporters reasoned that the American abandonment of Korea had given the Japanese a foothold in Asia, tarnishing the US claim to leadership in the opinion of millions of Asians. By transforming Korea into a moralist tale of the failures of American foreign policy in Asia, Rhee and his camp turned the country into a test case of American exceptionalism in the postwar era. Division was not the outcome they sought, but their lobbying was a crucial yet overlooked piece that contributed to this final resolution. Through its systematic use of the personal papers and diary of Syngman Rhee, as well as its serious examination of American exceptionalism, Foreign Friends synthesizes religious, intellectual, and diplomatic history to offer a new interpretation of US-Korean relations.
