This pressure and persistency on the part of the Japanese--no doubt magnified and made the most of by the Peking Government--' has caused no little offence to Korea. Rather than give Japan any partial advantages, and influenced by the threatening position of her very powerful northern neighbor, Russia, as well as by the friendly advice of China, Korea very properly concluded, in 1882, that the auspicious time had at last arrived when it was to her own advantage to emerge from her seclusion and open her gates to foreign intercourse, as Japan had already done but a few years before, and thus at last to enter into the comity of nations. I give these details that we may the better understand the motives which have impelled Korea forward in the path she has so recently elected to follow. China is generally supposed to have professed and maintained the claims of suzerainty, or control, over the kingdom of Korea for many centuries past, and this assumption is made manifest in the late negotiations carried on with Korea by Com. Schufeldt, under the good auspices of his former friend, Li-hung-chang. On the part of Japan, ever jealous of China's increasing influence in Korea, and annoyed at the preference given to Chinese instead of Japanese aid, this concession by Korea to China has never been acknowledged; still, to a degree it is undoubtedly accepted by Korea, and annually their Embassy, accompanied by a few privileged traders, repairs to the principal fairs held in Manchuria a portion continuing on to the Chinese capital, Peking, where audiences are held at the Chinese court. That was never a question. Real issue was whether the United States should follow an isolated a cooperative policy to make sure of the open door. Isolated policy was essentially belligerent? It inevitably led to a pitting of the United States against not one but all of the powers and against the Asiatic states as well. It was the isolation of 1897 following the wreck of the cooperative policy which forced the United States to retain the Philippines, just as the distrust of British an French designs in the fifties had led to the attempt loyal but misguided Americans to seek the appropri the United States of Formosa. As a matter of American flag did fly over the principal port of the island for a year. Likewise today a wreck of the newly established cooperative policy would in the end lead to belligerency, and very likely to still further acquisitions of territory by the United States. This is affecting U.S. relations with China, China's relations with its neighbors, the calculus for with Taiwan, and the basic interests and policies of China, Japan, Taiwan, and South Korea. These, in turn, affect U.S. strategy in Asia. China, for example, has embarked on a "smile strategy" in which it is attempting to co-opt the interests of neighboring countries through trade and investment while putting forth a less threatening military face. Under the rubric of the Six-Party Talks, the United States, China, Japan, Russia, and South Korea are cooperating to resolve the North Korean nuclear crisis. Taiwanese businesses have invested an estimated $70 to $100 billion in factories in coastal China. China relies on foreign invested enterprises for about half its imports and exports. For Taiwan, Japan, and South Korea, China has displaced the United States as their major trading partner. The implications of China's globalization and rise as a major economic power can be seen in its impact both on Beijing and on policy deliberations in Taipei, Tokyo, and Seoul. For China's trading partners, dependency on the Chinese market means that Beijing is looming larger in all aspects of policy making. While this is not likely to challenge U.S. security ties with Japan, South Korea, and Taiwan, it raises several policy issues. One is how to deal with a modernizing and more powerful Chinese military financed by the growing Chinese economy. Another is how to explicitly incorporate into U.S. policy the greater weight that Beijing is being given in policy deliberations in Tokyo and Seoul. A further policy issue is whether to take measures to offset the rising economic clout of China and attempts by Beijing to create East Asian institutions with China at the center.

Drawing on decades of expertise, Brad Glosserman and Scott A. Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea—and not struggles over power or structural issues—have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage U.S.–ROK–Japan security cooperation, the Japan–South Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity.
