Many rely on natural resources for both subsistence and income. Successful adaptation to climate change and the sustainable use of resources require observation of the environment. Scientific knowledge of the environment is incomplete, and conventional scientific monitoring is logistically difficult. Arctic citizens observe the environment all year-round. Their observations and knowledge are, however, not systematically used in the political decision process. An international symposium was therefore organized to encourage Arctic cooperation, and to exchange experiences, on the use of citizens’ knowledge and observations to document natural resources and inform the political process. The meeting drew participants from all the Arctic countries. Their discussions and conclusions are presented in this report.

" Leading the forefront of tech nology advancement were breakthroughs in electronics. Devices that were uncommon or unknown in 1980 became commonplace, and almost indispens able, by 1989. This trend has continued into the 1990's and it does not seem to be abating in any way. Microwave ovens, video recorders, telephone answer ing machines, compact disc players, computers, and a host of smaller or less sophisticated devices now appear in most households. The development of small and inexpensive computers, i. e. , personal computers, has placed computing resources within reach of many more people. In addition, many traditional, and largely mechanical devices, have been enhanced by electronics. For example, specialized microprocessors are combined with arrays of electronic sensors to control and monitor sophisticated engineering components in most new auto mobiles. In this and many other ways, we are touched by the new electronics in almost every aspect of our daily lives. Initially, personal computers were little more than toys. They contained only a small fraction of the computing power of their immediate ancestors, the mini computers and mainframe computers. However, rapid improvements in integ rated circuit design and chip manufacture produced regular reductions in size and cost of computer components. During the same time, processor speed and sophistication increased.

Book excerpt: Traditional and Modern Natural Resource Management in Latin America identifies a major problem facing developing nations and the countries and sources that fund them: the lack of attention and/or effective strategies available to prevent farmers in underdeveloped and poorly endowed regions from sinking still deeper into poverty while avoiding further degradation of marginal environments. The contributors propose an alliance of scientific knowledge with native skill as the best way to proceed, arguing that folk systems can often provide effective management solutions that are not only locally effective, but which may have the potential for spatial diffusion. While this has been said before, the volume makes one of the best articulated statements of how to implement such an approach. In this book, which stems from a workshop held in 1995 at the World Bank, the editors make an eloquent case for the relevance of risk prone areas as a subject of study and the special role that indigenous knowledge plays in such poorly endowed regions. The volume is balanced—it does not advocate one approach over another, and it is multidisciplinary, including work by anthropologists, sociologists, geographers, and natural scientists. This capacity for local control only happens, however, when people are allowed to internally work from, expand, and change their own institutions and knowledge systems. Thus, the opportunities surrounding initiatives to bring together indigenous knowledge systems and natural resource conservation are immense - however, so are the dangers. It is the intent of this article to briefly define some of the dangers so that they may be avoided, and define some of the opportunities so that they may be more thoroughly and solidly developed. To accomplish this, the article briefly outlines some issues which seem to contain strong elements of both danger and opportunity.

Most of the studies on natural resources so far are not holistic in nature and, hence, there is a need for a more comprehensive and holistic understanding of the natural resources. The present book is an attempt in this regard. This book is aimed to understand the utilization, management and conservation of natural resources through indigenous knowledge systems of the local communities inhabiting in the study area as well as document the indigenous knowledge systems and practices related to Natural Resources such as land, water and forest which are utilized and conserved by the people inhabited in the villages adjacent to Tirumala foot hills in Chittoor district, Andhra Pradesh, India.This book is divided into six chapters. The first chapter discusses about introduction of the subject and its review of literature, methodology, objectives and importance of the study. The second chapter discusses the salient features of Tirumala hills and its foothill villages like physical features, climate, flora and fauna, and broad characteristics of the Tirumala forest region. It also provides some sketches of its historical past. It is mainly intended to gain a background idea about the region before proceeding to the analysis of the studied villages. The third chapter is presented in two sections-The first section gives a brief description on indigenous knowledge systems regarding the land use and management and the second section of the third chapter discusses about the indigenous agricultural methods practiced by the people of Tirumala foothill villages. Agriculture is the primary source of livelihood for the people living in the rural areas. For centuries, farmers have planned agricultural production and conserved natural resources with the instruments of indigenous knowledge. The traditional water harvesting systems and irrigation management have discussed in fourth chapter. The people of Tirumala foothill villages classified several types of traditional water storage structure, in which some structures were natural formations and some were man made. The people also named various types of naturally formed channels which carry water to various storage structures, found at several places in studied region. The fifth chapter discusses about local knowledge on the utilization of forest resources. The people in the study area classify the forest in terms of the type of resources available, water resources and type of terrain like valley, gorge, plateau, hillock or hill, mountain basin etc. The villagers depend heavily on the forest for meeting their day to day needs for firewood, honey collection, fodder for their cattle, getting raw material for making agricultural implements, for performing rituals concerning ancestral spiritual beliefs, medicinal plants, household furniture and also partly for earning their livelihoods through selling various NTFPs available in Tirumala forest. Conservation of sacred plant, sacred grove, sacred pools and falls is one of the significant traditional practice in the study area. The book concludes that the people of Tirumala foothill villages has close association with nature in kind of food production-wise, economic, cultural and religion-wise, irrigation-wise, occupation-wise in the utilization of natural resources. With the application of traditional knowledge and practices, they meet their basic needs successfully. The indigenous knowledge systems and institutions are playing central role in the preservation and conservation of natural resources.
