Book excerpt: The Iowa and Illinois Departments of Transportation (DOT) and the Federal Highway Administration (FHWA) are proposing improvements to the Interstate 74 (I-74) corridor in the Quad Cities from Avenue of the Cities (23rd Avenue) in Moline, Illinois, to 1 mile north of 53rd Street in Davenport, Iowa. The U.S. Coast Guard is a cooperating agency. The study corridor traverses the cities of Moline, Bettendorf, and Davenport and includes a crossing of the Mississippi River. Though I-74 is predominantly an east-west interstate, it is on a north-south alignment through the study corridor. As such, in this document direction of travel along I-74 is described as northbound or southbound to distinguish it from east-west traffic movement along cross roads. The I-74 study corridor is characterized by a mix of residential, commercial, and industrial development. Residential land use is present throughout the project corridor, but there are concentrations south of the commercial area in Moline and north of the commercial area in Bettendorf. Industrial land uses are mainly located along the river in Moline and Bettendorf. Parkland and open space can be found along the river in Moline and Bettendorf, and along Duck Creek in Bettendorf and Davenport. I-74 is the primary north-south roadway through the study area. As such, it carries a large amount of commuter and commercial traffic. The proposed improvements to I-74 include: Providing additional capacity on I-74; Improving the Mississippi River crossing; Improving the six existing service interchanges; Enhancing the connecting arterial roadway system; Improving opportunities for transit, bike and pedestrian, and intermodal connections.

Few of us think twice about driving on roads. Yet the very presence of roads and the act of driving on them can impact the ecological infrastructure that supports an animal's daily life. What chance does a turtle have of successfully laying its eggs when it needs to traverse a busy highway? Is it realistic to expect small mammals to breed when an interstate thoroughfare subdivides their population? These are the sorts of challenges faced by small, often slow-moving, animals, challenges that road engineers and ecologists are trying to address. For countless small species, vehicles traveling at high speeds are nothing less than missiles shooting across migration pathways. For too many animals, the danger can lead to the loss of populations, in part because they simply are not programmed to react to traffic. Salamanders faced with a two-lane road between the forest and their aquatic breeding site, for example, will typically cross that road regardless of the congestion. The result can be hundreds of flattened animals in a single night. Roads and Ecological Infrastructure is the first book to focus on reducing conflict between roads and small animals. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries.
