In today's education climate, an enormous amount of pressure has been placed on states, school districts, and programs to produce graduates who are prepared to successfully enter, persist through, and graduate from the nation's universities and colleges. However, much of this research has been limited to one school or has focused on publicly available variables, thus limiting the analyses' generalizability and relevance. This study investigates the power of various student-level background and academic variables as well as school-level social and academic characteristics in the prediction of college enrollment, persistence, and graduation, demonstrating that characteristics at both levels play a role in the likelihood of reaching these goals. By creating this prediction model, researchers hope to further the field's understanding of the impact that a student's high school experience has on his or her likelihood of successfully navigating through college immediately following high school graduation.

Book excerpt: This study examined whether data on Indiana high school students, their high schools, and the Indiana public colleges and universities in which they enroll predict their academic success during the first two years in college. The researchers obtained student-level, school-level, and university-related data from Indiana's state longitudinal data system on the 68,802 students who graduated high school in 2010. For the 32,564 graduates who first entered a public 2-year or 4-year college, the researchers examined their success during the first two years of college using four indicators of success: (1) enrolling in only nonremedial courses, (2) completion of all attempted credits, (3) persistence to the second year of college, and (4) an aggregation of the other three indicators. HLM was used to predict students' performance on indicators using students' high school data, information about their high schools and information about the colleges they first attended. Half of Indiana 2010 high school graduates who enrolled in a public Indiana college were successful by all indicators of success. College success differed by student demographic and academic characteristics, by the type of college a student first entered, and by the indicator of college success used. Academic preparation in high school predicted all indicators of college success, and student absences in high school predicted two individual indicators of college success and a composite of college success indicators. While statistical relationships were found, the predictors collectively only predicted less than 35 percent of the variance. The predictors from this study can be used to identify students who will likely struggle in college, but there will likely be false positive (and false negative) identifications. Additional research is needed to identify other predictors--possibly non-cognitive predictors--that can improve the accuracy of the identification models. Reformers are focusing on the importance of using comprehensive, high-quality data on student progress and completion to bring about change. A core tenet of Achieving the Dream: Community Colleges Count has been to embed a culture of data-informed decision making on campuses and in state capitals. To move this work forward, a group of data experts from Achieving the Dream's state policy teams came together in 2005 to design and test a valuable set of intermediate measures that demonstrate how community college students progress--or, as is too often the case, fail to progress--toward a credential or further education. Most important, this Cross-State Data Work Group showed the predictive power of interim indicators for identifying students in great need of intervention early enough to help boost their chances of staying in and finishing college. "On the Road to Success" presents the next step taken by the Cross-State Data Work Group: a comparative analysis of a comprehensive set of intermediate milestones and final measures of success that practitioners and policymakers can use to rethink and remake their approaches to increasing student achievement. Any institution in the country can use these "Benchmarks of Student Success"--a set of key indicators of community college student progression and completion--to frame strategic planning. This is one of the first times such comparative data are being reported publicly. The state-level data in this brief represent only part of what the members of the Data Work Group have collected and reported, and their cross-state conversations will continue. Perhaps an even more powerful impact will be derived as states turn this analytic approach inward and examine the comparative effectiveness of colleges within a single state. Rather, it is now widely accepted that ALL students should be prepared for postsecondary education in some form (e.g., certificate, 2- or 4-year degree), as these credentials are not only required for many jobs but are also the surest path to upward mobility (Carnevale, Rose, Cheah, 2011). There is also greater recognition that in addition to a more traditional approach to preparation for postsecondary education (e.g., taking college preparatory classes), students should also graduate high school with technical knowledge and employability skills to secure, retain, and advance their employment when they leave school, at whatever level that may be. Simply put, today’s high school graduates need a broad-based education that combines an array of knowledge, skills, and experiences to prepare them for life after high school. And indeed, state’s definitions of college and career readiness have broadened in recent years to include a variety of skills and dispositions, such as critical thinking skills, social emotional skills such as collaboration, and interpersonal skills such as resilience and perseverance (English, Rasmussen, Cushing, & Therriault, 2016). The Every Student Succeeds Act (ESSA) of 2015, the key federal K-12 legislation, explicitly supports the notion of a “well-rounded” student, emphasizing readiness in areas beyond its predecessor’s (the No Child Left Behind Act, or NCLB) focus on core academic content. ESSA mandates that states ensure that students are provided an enriched, accelerated curriculum beyond courses and content areas in which state assessments are given (e.g., mathematics, reading) and that is aligned with the postsecondary experiences students are likely to encounter. ESSA also supports an expansion of readiness goals through provisions for the improvement of conditions for student learning that support social-emotional learning, intrapersonal skills, and other employability skills. And ESSA includes provisions in states’ accountability systems that support emphasis on broader definitions of readiness. Additionally, ESSA’s accountability framework includes important principles for supporting a broader definition of what students need to know and be able to do once they graduate high school. Accountability systems under ESSA may include multiple measures of college and career readiness. Indeed, several states had already added a career-focused indicator prior to ESSA passing (such as pathway completion or technical assessment achievement) to their accountability systems, and the number of states publicly reporting such indicators continues to increase (Achieve & AdvanceCTE, 2016). As definitions and measures of college and career readiness continue to evolve, we know one thing for sure: we need to better prepare ALL students for success after high school. This book explores the ways in which some education researchers are approaching this task. This was written in Corinne Alfeld's official capacity as part of the national conversation on education, is intended to promote the exchange of ideas among researchers and policy makers and to express views as pail of ongoing research and analysis, and is not intended to necessarily reflect the official views of the U.S. Department of Education.
