Book excerpt: This assessment of poverty and inequality comes at an important juncture for Kenya. The December 2007 elections and subsequent pronouncements of the newly formed Grand Coalition have underlined the salience of these issues to ordinary Kenyans, and for policy makers. The violence in early 2008 highlighted the importance of addressing poverty and inequality as major goals in their own right, but also for instrumental reasons, as major goals in their own right, the persistent inequalities spark conflict, which is welfare reducing, and this conflict in turn will harm prospects for growth. The onset of the global credit crunch has also shown how poverty and public service delivery related vulnerabilities could be exacerbated by external shocks. Cumulatively, these factors underline the value of appropriate diagnostics about the patterns of poverty and inequality in informing public debates, strategies and actions to overcome exclusion from the benefits of growth and development in Kenya as well as designing policies to minimize the impact of the current global crisis.

The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.

Book excerpt: About half of Kenya's rural population (approximately 9 million people) was the poverty line in 1992, a proportion unchanged from 1982. In urban areas, approximately a million and a quarter persons or 30 percent of the population was below the poverty line. In the early 1980s, Kenya's social indicators were distinctly more favorable than those of most countries in the region, and there was further progress. But many indicators stagnated in the early 1990s. There are also persistent differences between rural and urban areas and between the poor and the non-poor. These are the findings of the Kenya poverty assessment (March 1995) which is one of the few studies in the region to document and measure changes in poverty indicators over a decade. Using data from a number of sources, it shows that while Kenya achieved some improvement in its social indicators, the lack of sustained per capita income growth resulted in continued poverty for an increasing number. And that the benefits of good health and education did not accrue to all.

Book excerpt: Prior research has repeatedly documented the negative consequences of poverty on physical and mental health/well-being. One theory that may add to the understanding of these negative consequences is Maslow's Hierarchy of Needs. According to Maslow's theory, an individual who is unable to satisfy a series of needs (e.g., physiological, safety, etc) will experience a void in their life and be unable to maximize their unique talents/abilities. This paper reports on the results of two studies that examine Maslow's Hierarchy within the context of Kenya, Africa. Study One reports on the results of a secondary analysis, examining the relationships between need fulfillment, physical health, and mental well-being among a general population sample. Study Two reports on the results of a pilot study, investigating the relationships between need fulfillment and life satisfaction among a sample of women with disabilities (a population at greater risk for poverty). The results of these studies have implications for future research and development of intervention to assist those living in poverty.
