In Keep Law Alive, James Boyd White warns us that if we are to keep law alive we must understand what law is, and how it works at its best--while at the same time recognizing that it may indeed be lost. As a result he was detained in solitary confinement, tortured by sleep deprivation and eventually blown up by a car bomb which cost him his right arm and the sight of an eye. Although states are now less likely to grant permanent legal status, they are increasingly issuing new temporary and provisional legal statuses to migrants. Meanwhile, the need for migrants to apply for frequent renewals subjects them to more intensive state surveillance. The contributors to Paper Trails examine how these new developments change migrants' relationship to state, local, and foreign bureaucracies.
