This was precipitated by the outbreak of Pakistan-sponsored insurgency across Kashmir Valley in 1989. The radical Islamists targeted Pandits - a minuscule community in Muslim dominated society creating enormous fear, panic and grave sense of insecurity. In the face of ruthless atrocities inflicted on them, the Pandits’ sole concern was ensuring their own physical safety and their resolve not to convert to Islam. Over 350,000 Kashmiri Pandits were forced to flee en masse leaving their home and hearth. This was the single largest forced displacement of people of a particular ethnicity after partition of India. Pandits’ travails did not end with the exodus. The obstructive and intimidating attitude of the State administration towards the Pandit refugees made their post-exodus existence even more miserable. The Government at the Centre too remained indifferent to their plight. This book traces the Pandits’ economic and political marginalization in the State over the past six decades and covers in detail the events that led to their eventual exodus. In the light of ethnic cleansing of Pandits from the Valley, the book also examines some critical issues so crucial to India’s survival as a multi-cultural, liberal and secular democracy.

I had a difficult conversation with one middle ranking officer of the Pakistan army. He angrily said: ‘We are not afraid of India. We are smaller than India. We have less resources, but we are better fighters, more committed and are capable of defeating India; and don’t give me an example of 1971. It was a political defeat. We are a totally different army now, highly trained and disciplined. We are a battle hardened army with strong dedication, religious fervour and patriotism. In the next round of war we will surprise India and other adversaries. There must be a reason why people regard us as the best army in the world’.

This book is a rarity: it offers a fresh interpretive history of the largely forgotten four million people of Azad Kashmir. The author contends that in October 1947, pro-Pakistan Muslims in south-western J&K instigated the Kashmir dispute-not Pashtun tribesmen invading from Pakistan, as India has consistently claimed. Later called Azad Kashmiris, these people, Snedden argues, are legitimate stakeholders in an unresolved dispute. He provides comprehensive new information that critically examines Azad Kashmir's administration, economy, political system, and its subordinate relationship with Pakistan. Azad Kashmiris considered their administration to be the only legitimate government in J&K and expected that it would rule after J&K was re-unified by a UN-supervised plebiscite. This poll has never been conducted and Azad Kashmir has effectively, if not yet legally, become a (dependent) part of Pakistan. Long disenchanted with Islamabad, some Azad Kashmiris now favour independence for J&K, hoping that they may survive and prosper without recourse to either of their bigger neighbours. Snedden concludes his book by assessing the various proposals to resolve Azad Kashmir's international status and the broader Kashmir dispute.
