At shallow to intermediate depth, fractured bedrock aquifers help to sustain surface water baseflows and groundwater dependent ecosystems, provide local groundwater supplies and impact on contaminant transfers on a catchment scale. At greater depths, understanding the properties and groundwater flow regimes of these complex aquifers can be crucial for the successful installation of subsurface energy and storage systems, such as deep geothermal or Aquifer Thermal Energy Storage systems and natural gas or CO2 storage facilities as well as the exploration of natural resources such as conventional/unconventional oil and gas. In many scenarios, a robust understanding of fractured bedrock aquifers is required to assess the nature and extent of connectivity between such engineered subsurface systems at depth and overlying receptors in the shallow subsurface.

Book excerpt: In view of the rapidly expanding urban, industrial and agri cultural water requirements in many areas and the normally associated critical unreliability of surface water supplies in arid and semi-arid zones, groundwater exploration and use is of fundamental importance for logical economic development. Two interrelated facets should be evident in all such groundwater projects : (a) definition of groundwater recharge mechanisms and characteristics for identified geological formations, in order to determine whether exploitation in the long-term involves 'mining' of an es sentially 'fossil' resource or withdrawal from a dynamic supply. A solution to this aspect is essential for development of a re source management policy: (b) determination of recharge variability in time and space to thus enable determination of total aquifer input and to quantify such practical aspects as 'minimum risk' waste disposal locations and artificial recharge potential via (e.g.) devegetation or engi neering works. However, current international developments relating to natural recharge indicate the following 'problems' ; no single comprehensive estimation technique can yet be iden tified from the spectrum of methods available; all are reported to give suspect results.

Only a better understanding that access to water rests on the efforts of everyone, without exception, will reduce overuse, waste, and pollution of the indispensable resource. This volume, while written from a theological, philosophical, and legal perspective (focusing on John Calvin, John Rawls, and Paul Ricoeur), demonstrates that water cannot be merely understood as a human right, but also has to be dealt with from an economic point of view as well as under the authority of the Golden Rule.

Freshwater resources contained in aquifer systems globally are two orders of magnitude greater than those found in all rivers, lakes, and other surface freshwaters combined. Moreover, approximately one half of the world’s population today is dependent on groundwater for its basic needs. While these truisms are widely acknowledged, an additional reality is now recognized – many of these subsurface freshwater reservoirs are actually transboundary formations shared amongst two or more nations. In fact, around 600 transboundary aquifers have been identified worldwide. They underlie the territory of nearly every non-island nation and are found in both humid and arid environments. Surprisingly, though, only a handful of transboundary aquifers worldwide are subject to any type of formal or informal international agreement. Transboundary groundwater resources are now receiving growing attention among the international community. Questions are being raised about how they should be managed, allocated and protected, what rights aquifer riparians can enjoy, and what responsibilities these aquifer states might owe to neighbouring aquifer riparians. This book considers all these various aspects of the management and regulation of transboundary groundwater resources. It also presents case studies and explores recent efforts to engage the international community on best practices and global standards for governing transboundary aquifers. As communities and nations continue to expand their reliance on these critical sources of freshwater, they will have to address such issues and develop governance regimes for these shared subsurface resources. The chapters in this book were originally published as a special issue of Water International.
